- Description
- The purpose of this Request for Information (RFI) is to conduct market research which will be used to formulate an acquisition strategy to provide Subject Matter Expertise (SME) and technical assistance to the Capabilities Development Directorate Expeditionary Force Development System Technical Support. The Regional Contracting Office - National Capital Region (RCO-NCR) is requesting responses from all concerns. The qualifying code for this effort is NAICS 541611. The requirements effort is to provide engineering, analytical, administrative, programmatic, acquisition and technical support to the Capabilities Development Directorate (CDD),Intelligence Integration Division (IID), Logistics Integration Division (LID), Program Objective Memorandum (POM), Command and Control Integration Division within the Marine Corp Combat Development Command (MCCDC) in support of the Marine Corps Expeditionary Force Development System (EFDS) in consonance with Joint Capabilities Integration and Development System (JCIDS). Development support requirement include but are not limited to: Capabilities Based Assessment (CBA), Functional Area Analysis (FAA), Functional Needs Analysis (FNA), Functional Solutions Analysis (FSA) as well as development of the associated required output products including but not limited to: Marine Air Ground Task Force (MAGTF) Capabilities List (MCL) MAGTF Gap List (MGL), Solution Planning Directive (SPD), and MAGTF Requirements List (MRL) for each set of analysis. Development and engineering of the following requirement include but are not limited to: Capability Production Document (CPD), Combat Capability Document (CCD), Urgent Universal Needs (UUNS), and Marine Corps Action Tracking System (MCATS). Provide required support and capabilities knowledge in the areas but are not limited to: Secretary of Defense (OSD) budget control and supplemental financial, Advanced Concepts Technology Demonstration (ACTD), Marine Requirements Oversight Council (MROC), War fighting Program Evaluation Board (WPEB), Net-Centric Functional Capability Board (FCB), Joint Requirements Oversight Council (JROC), and Blue Force Situational Awareness (BFSA). A working knowledge of military procedures, policies, and The Expeditionary Force Development System is required. Responses to this RFI shall not exceed ten (10) pages, including cover letter and contact information. Subject response must contain: (1) Capability statement sufficient to demonstrate performance directly related to the stated objectives, (2) Link to the respondent's GSA MOBIS Schedule, if applicable, to include GSA Contract Number, or attached file of same; and (3) Citation of any current, or past customers (i.e., within the past 2 years) to include contract number, point of contact telephone number or e-mail address. NOTE: Issuance of this notice does not constitute any obligation on the part of the Government to procure these services or to issue a solicitation. No solicitation documents exists at this time; however, in the event the acquisition strategy demonstrates that GSA is a viable option for procuring a solution, only those firms responding to this RFI and considered most capable shall be issued the resulting RFQ. The Government will not pay for information submitted in response to this RFI and responses to this notice cannot be accepted as offers. Any information the Contractor considers proprietary should be clearly marked as such.
