Notice of IntentThis is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT using Federal Acquisition Regulation (FAR) Part 6.201, for Full and Open Competition after exclusion of sources and FAR Part 13.5, Test Program for Certain Commercial Items. The Office of Surface Mining, Western Region, 1999 Broadway, Denver, Colorado, 80202 has a requirement to procure the following item: Statement of WorkScope:Geographical information systems (GIS) are an essential tool in resource development and management. Natural resource features, man-influenced activities (related and non-related), regulatory programs, and stakeholder interests are all interconnected in effective management programs. The Office of Surface Mining (OSMRE) and associated state and regional organizations rely on accurate geographical data management to effectively serve the public. Currently, a combination of non-digital and digital data are collected by various state and regional organizations. OSMRE is considering sponsoring an accelerated effort to establish a coordinated data description and organization system for use by its affiliated organizations.Requirements:Three activities are proposed:1.Participation and presentation at ASTM D-18 Committee Week Meetings held in January 2010 and June 2010, including facilitating task group meetings of the Surface Mining Control and Reclamation Act (SMCRA) sponsored Geospatial Data Standards Task Group. Aid in development of standards and establishing priorities and goals:2.Coordinating standards development and sponsoring draft standards for review and approval through the ASTM process; and3.Coordinating standards development between ASTM and the Federal Geographic Data Center (FGDC).Objectives:1.ASTM Task Group Meeting October 2009 in Charleston, SC2.ASTM D18 Committee Meeting January 2010 in San Antonio, TX3.ASTM D18 Committee Meeting June 2010 in St. Louis, MO4.FDGC Standards Working Group Meeting in Washington, DC Government Estimate: $15,000.00 - $20,000.00 The Government intends to award a sole source contract to:Joseph D Ritchey, PO Box 173, Mesa, CO 81643 Key Points for Using the ASTM Standards Development ProcessASTM Committee D-18 on soil and rock has a membership of over 900 professionals involved in geology, geotechnical and environmental engineering, and GISASTM through its members and participants understands the challenges of GIS data coordination between stakeholders.ASTM participants are evenly distributed between government, consultants, researchers, and academicians.ASTM conducts over 200 meetings per year during 6 different months and in as many as 6 different cities.ASTM maintains a full-time meeting planning staff.ASTM is a 403C not-for-profit organization whose mission is to provide high-quality technical documents for the international community.ASTM is comprised of an administrative staff headquartered near Philadelphia, PA and a 30,000 volunteer technical membership (and non-member participants) that are located throughout the world including representatives of regulators, industry, and academia. Key Points for Unique Qualifications of Joseph Ritchey as FacilitatorMr. Ritchey is chairman of the ASTM subcommittee responsible for standards on GIS in surface and subsurface soil and rock characterization.Mr. Ritchey has chaired over 30 meeting on the development of consensus standards.For over 6 years Mr. Ritchey chaired a task group funded by cooperative agreement with the US geological Survey, US Navy, and US environmental Protection agency, which resulted in the development of over 15 standards.Mr. Ritchey is licensed user of ArcGIS 9.1 and has managed projects using GIS over the past seven years. The Government will consider all responses received within 5 days after date of publication of this synopsis. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence, that competition would be advantageous to the Government in future procurements.
