Description
Sole Source Notice of Intent The purpose of this announcement is to notify the public of the intent to proceed on a basis of other than full and open competition. The U.S. Department of Energy, Idaho Operations Office intends to award a five-year fixed price contract to Babcock & Wilcox Technical Services Group, Inc. (BWX TSG) of Lynchburg, VA., valued at from $2M to $3M dollars for storage of DOE owned spent nuclear fuel (SNF) and remote handled transuranic (RH-TRU) waste on a basis of other than full and open competition. The sole source authority is FAR 6.302-1(a) which states that the supplies or services required by the agency are available from only one responsible source and no other type of supplies or services will satisfy agency requirements. This acquisition renews an ongoing contract relationship as BWX TSG has stored the SNF and RH-TRU for many years. The stored material consists of radioactive material and waste in canisters and drums. The material is DOE- Office of Nuclear Energy owned (approximately 47 kilograms of heavy metal) SNF and Remote Handled Transuranic (RH-TRU) waste and is located in NRC licensed and regulated below-ground storage wells and silos. Storage is also required for additional RH-TRU waste contained in non-compacted 30 gallon (DOT 17H) and 55-gallon stainless steel drums. Interested, capable sources may provide a statement of capability describing, in detail, how it can meet the requirements to store DOE owned SNF and RH-TRU). In addition, interested so urces should describe their process for moving this material from it?s current location to a proposed new location. Statements must be addressed (emails acceptable) to Mr. Hillebrant (hillebtw@id.doe.gov) no later than 15 (calendar) days from the date of this announcement. A SOLICITATION IS NOT AVAILABLE, therefore, requests for a copy of a solicitation are inappropriate.
