- This information is provided in accordance with FAR Part 6.305. The purchase was awarded on 10/23/09 for $35,000. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION - P9473103002, Barging Services 1.Identification of the Agency and Contracting Activity: Requester: Maintenance Division, North Cascades NPS Complex, PO Box 7, Stehekin WA 98852. Contracting office: North Cascades NPS Complex, 7280 Ranger Station Road, Marblemount WA 98267. 2.Nature and/or Description of the Action Being Approved: This justification seeks approval to award a non-competitive, firm-fixed price contract to Stehekin Maintenance and Machinery (DBA Tom Courtney Tug and Barge Co.), a local small business. The value of the contract is estimated to be between $25,000 and $50,000, depending on the quantity of items to be barged during the year. 3.Description of the Supplies or Services Required to Meet Agencies Need: North Cascades NPS Complex has a ranger station, maintenance facilities, quarters, and infrastructure at Stehekin, Washington. Stehekin is a remote community located at the head of Lake Chelan, fifty miles by water from the town of Chelan, Washington. The Stehekin valley is not connected to the outside world by a road system; all materials must come by boat and/or barge. NPS has both regular and intermittent needs for materials, vehicles, equipment, supplies, and fuel to be barged up- or down-lake in support of NPS operations. In addition, short-term storage of these items is often required at a depot in Chelan, until the next barge run occurs. 4.Statutory Authority: Pursuant to 41 U.S.C. 253 (c)(1), and implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source. 5.Demonstration that the Nature of the Acquisition Requires Use of the Authority Cited: No other source available according to Internet searches (Google and CCR) and conversations with local vendors and residents. The only other vendor in Chelan who has provided this type of service in the past (Lake Chelan Recreation) stated that they are not offering barge services at this time or in the foreseeable future. 6.Description of Efforts Made to Ensure That Offers are Solicited From as Many Potential Sources as is Practicable, Including Whether a Notice was or will be Publicized as Required by Subpart 5.2 and, if not, which exception under 5.202 applies: Notice of intent to award a sole source contract will be posted to the DOI EC website and FedBizOpps for 15 days. Any inquiries will be addressed and if other vendors express interest in providing this service, we will issue a competitive RFQ. 7.Determination by the Contracting Officer that the anticipated Cost to the Government Will be Fair and Reasonable: North Cascades NPS Complex has issued annual purchase orders for barging services for at least 15 years. The price has not increased beyond inflation and fuel changes. Based on the estimated cost of providing such a service, the price is fair and reasonable. A standing price quote is prepared at the start of each year, defining prices for different classes of materials. 8.Description of the Market Research Conducted and Results or a Statement of the Reason Market Research was not Conducted: See #5. Internet searches were performed, local phone books consulted, and we relied on the expertise of people who live in Stehekin and use barge services personally. 9.Other Facts Supporting Use of Other Than Full and Open Competition: None. 10.Listing of Sources, if any, that Expressed, in Writing, an Interest in the Acquisition: None received prior to sole source announcement closing date. 11.Statement of Actions, if any, the Agency May Take to Remove or Overcome Barriers to Competition: None.
