- In accordance with A.M.S. 3.2.1.3.12 of the Federal Aviation Administration Acquisition Management System (FAA-AMS), industry is hereby informed that the FAA has a contract requirement to provide Safety Support Services where a contractor is needed to perform safety related services to provide quality engineering, technical assistance, program support, analysis, planning, application software, and data analysis for all FAA initiatives that improve safety. The purpose of this market survey is to solicit statements of interest and capabilities from service-disabled veteran-owned small businesses, 8 (a) certified firms, and small businesses capable of providing personnel resources to provide support to the Air Traffic Organization, Office of Safety. These personnel will be working with Safety Services, other FAA employees, and contractors in a strategic and collaborative manner to accomplish the tasks stated in the Statement of Work. The primary North American Industry Classification System Codes for this requirement are: 926120 Regulation and Administration of Transportation Programs and 541690 Other Scientific and Technical Consulting Services. At this time the nature of the competition has not been determined. This market survey is to solicit statements of interest and capabilities from interested Service Disabled Veteran Owned Businesses (SDVOSB), 8(a) business concerns, and small business. Furthermore, this survey will aid the FAA in its determination as to whether adequate competition exists to set-aside part or all of the competition amongst eligible SDVOSBs or 8(a) business concerns or whether it is more appropriate to conduct this procurement under other small business competition or full and open competition. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. Since this is for information and planning purposes, no evaluation letters or results will be issued to respondents. This notice does not constitute a Request for Proposal, nor does it restrict the Government as to the ultimate acquisition approach, nor should it be construed as a commitment by the Government. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore, any cost associated with the market survey submission is solely at the interested vendor's expense. Interested firms are required to submit the attached Business Declaration. Responses of interested parties should include the following information: 1. Company name 2. Company address 3. D&B DUNS number 4. Type of small business 5. Company Point of Contact: Name, email address, and phone number 6. Indication of whether the company has an DCAA approved accounting system 7. Capabilities Statement - A statement of capabilities not to exceed 5 pages is requested from firms interested in performing the work: 7a. Type of Safety Support Services provided by the firm. Overview description of the company's capabilities to provide the services described in the SOW. Expected programmatic approach (in-house, teaming, subcontracting, etc.) - Respondents must provide their strategy for accomplishing this work. 7b. Geographical areas where the company can provide services. 7c. Number of years provided safety support related services. 7d. Summary of not more than three contracts for the same or similar effort in the Safety field that the firm is currently performing or has completed within the last three years. 7di. Contract number, customer, period of performance, award amount, contract type (commercial or government), brief description of effort, number of personnel provided by your firm. 7e. Performance Evaluations, if available, (not subject to 5 page limit). Comments concerning the draft SOW's are welcome and optional. The FAA may or may not respond to any comments received. Other information: All proprietary information will be treated as such. Therefore, respondents should identify and appropriately mark any proprietary information in responses. All qualified vendors must provide their submission via e-mail no later than 2:00 PM on November 9, 2009. A completed Business Declaration Form must also be provided with submission.
