Description
DESCRIPTION: THIS IS A REQUEST FOR INFORMATION (RFI) BEING RELEASED PURSUANT TO FEDERAL ACQUISITION REGULATIONS (FAR) PART 10 MARKET RESEARCH. This is not a Request for Proposal (RFP), and nothing shall be construed herein or through the RFI process to commit or obligate the Government to further action as a result of the RFI. In addition, contractors responding to this RFI shall bear all risk and expense of any resources used to provide the requested information. The information collected through this process is considered to be market research as described by FAR 2.101 and in accordance with FAR 10.002. Not responding to this RFI does not preclude participation in any further RFP, if any is issued. This RFI is issued to assess the level of interest and capabilities of all interested parties. The North American Industry Classification System (NAICS) code for this procurement is 541513 Computer Facilities Management Services. Provided below is a brief summary of the potential requirement: The U.S. Department of the Treasury, Office of the Chief Information Officer is conducting market research for managed services for the operations, maintenance, administration, and general management of systems software on the Alpha computer systems. The Alpha system software support contractor will be the sole service provider performing software installation, monitoring, updating, maintenance, administration, and management of the Alpha OpenVMS environment. In addition, the contractor will be responsible for the operation, updating and software maintenance of the Storage Area Network (SAN). The OpenVMS Alpha Cluster has been in place since 1997. The current Alpha architecture includes an Alpha ES80 computer system with a Storage Area Network (SAN) running the OpenVMS operating system. An identical system resides at the disaster recovery site. These systems support several custom Treasury applications that conduct essential financial management tasks and store financial information. Specifically, these applications require large-scale relational database capabilities, economic or financial modeling, or large batch processing in order to support tasks such as changing tax deductions, conducting loan management, and performing statistical analysis. There are approximately 200 Treasury employees located in the metropolitan Washington, D.C. area with access to Treasury financial applications. The contractor shall provide the required personnel to fully support the following activities for the Alpha system: 1. OpenVMS operating system software support, installation, troubleshooting, problem resolution, monitoring and management. 2. Pathworks software support, installation, troubleshooting, problem resolution, monitoring and management, including user setup of desktops. 3. PMDF software support, installation, troubleshooting, problem resolution, monitoring and management, including monitoring SPAM filters, creating custom e-mail blocks and monitoring for malicious e-mail traffic. 4. ABS backup software support, installation, troubleshooting, problem resolution, monitoring and management, including monitoring of daily backups, resolution of backup problems and tracking that all data files are restored or copied to the disaster recovery system. Interested potential vendors shall submit a brief capability statement demonstrating how they plan to meet the above-mentioned requirement. Submissions shall be limited to no more than 15 pages. Capability statements shall include the following: (1) Name of vendor and DUNS; (2) Contact information (address, telephone, facsimile, e-mail); (3) Technical description of capabilities in meeting the requirement (i.e. resources, certifications, etc....); (4) Experience in providing technical support including points of contact (5) Business size; and (6) GSA schedules or other vehicles. No feedback will be provided regarding individual capability statements. All responses shall be submitted to Brian Carper, via email at Brian.Carper@do.treas.gov no later than 12:00pm EST on November 3, 2009.
