This Facilities Contract has experienced personnel and documented performanceto mitigate the Government's risk. In order to meet the requirements of the Recovery Actin the most prudent business manner, with the time constraints imposed, the existingFacilities Contract is the most appropriate contractual vehicle for the work required.<P>Oral communications are not acceptable in response to this notice.
