- Description
- VAMC Asheville, NC is seeking the services of a qualified Service Disabled Veteran Owned Small Business who has proven experience in boiler installation to complete Replace Boiler Plant at the VA Medical Center, Asheville, NC. Work will include but not limited to the construction of a new concrete block/brick building adjacent to the existing chiller plant and boiler plant. Two new fire tube boilers, condensate tank, deareator tank, and all associated pumps, piping, electrical service, valves and controls. The new plant must be coordinated so that the new plant is up and running and supplying steam to the medical center before the old plant can be shut down. Once the new plant is running, the existing fire tube Boiler #3 will need relocated into the new building. A new centrally located utility control station will need designed and constructed so that it is associated with observing both the boiler plant and chiller plant thru glass window. All new and existing controls and alarms will need installed in this new control room to include data, voice, and camera system. Existing boiler plant area will need to be cleared out for future use. Disciplines of will be general construction, mechanical/plumbing, electrical, structural, and civil. Contractor will provide all labor, materials, transportation, equipment and supervision for this project. All work shall be completed in accordance with all Federal, State and OSHA regulations. This procurement is 100% set aside for service disabled veteran owned small businesses. The NAICS code for this procurement is 238220 with a small business size standard of $14.0 M. This is a competitively negotiated project. The contract will be awarded using Lowest Price Technically Acceptable source selection process full instruction will be included in the solicitation package. Award may be made without discussions. Firms will submit two proposals, one will address technical capabilities (including proof from the surety of bonding capacity, construction management and evidence of relevant experience). The second proposal shall address pricing. All work shall be completed within 540 calendar days after receipt of notice to proceed. This includes final inspection and clean up. The estimated dollar value of this procurement is between $2,000,000.00 and $5,000,000.00. The specifications will be uploaded on/about November 9, 2009; the proposal due date will be on/about December 9, 2009. Firms must download drawings off www.fedbizopps.gov, solicitation document shall be downloaded off www.fedbizopps.gov. Telephone requests or questions will not be honored. Pre-proposal conference will be held on November 24, 2009 at 1:30 PM no other visitation opportunities will be available. All questions shall be submitted in writing no later than December 1, 2009 in writing, questions will be answered via amendment in writing and publically announced.
