- SOURCES SOUGHT ANNOUNCEMENT - HONED/POLISHED CONCRETE FLOORS NAICS CODE: 238110 (Concrete Floor Resurfacing/Polishing) The General Services Administration (GSA) issues this Sources Sought announcement to determine interest among the Contractor community in providing the labor and material to hone/grind and polish an existing exposed concrete floor in the public areas of the new U.S. Courthouse in El Paso, TX. The process intended to result in a "honed" finish where the aggregate is exposed and the polish is integral to the finish. The intent is a finish where "wet mopping" would be the primary maintenance required. The level of exposure of aggregate will be determined in the mock-up process. The estimated square footage of floor to be "honed/polished" is 20,000 - 25,000 sf. This includes a 2-level public lobby and six (6) repetitive floors of public circulation from the elevations to the courtrooms. The majority of the floor to be honed is a light weight aggregate concrete mix on metal deck. There are areas of concrete adjacent to the light weight mix floors - such as the elevator thresholds - that are regular mix concrete and will also need to be finished. An additional area of work will be "honing" a transition zone of approximately 50 sf of topping slab, used to correct a floor level discrepancy. Companies responding to this announcement must provide documentation they have performed floor finishing operations similar to the process described above in buildings with a minimum 20,000 SF surface area. Such documentation should include the building name, location, square footage treated, photographs of finished floors and building officials GSA may contact for reference data. The GSA may visit selected sites as part of the contractor evaluation procedure. The appearance and dur ability of the concrete floors listed will be a major selection criteria. The scope of this project will require the chosen contractor to travel to El Paso prior to the end of 2009 for the purpose of applying a maximum of six (6) test areas to validate the desired finish can be achieved at the El Paso courthouse. Thereafter, the contractor will return to the site during the year 2010 after the Court and other tenants have moved in. Once move-in is complete, the selected contractor will be required to perform the work after normal business hours and on weekends. Acceptance of the newly finished floors will be subject to the inspection of the floor areas by Government inspectors. The General Services Administration will utilize the "Best-Value" procurement process to select the contractor for this work. The contractors will be required to submit a detailed work plan and schedule in response to the formal request for proposals that will be issued at a later date.
