Description

The Naval Air Warfare Center Aircraft Division, Lakehurst intends to award a Firm Fixed Price (FFP) Blanket Ordering Agreement (BOA) Order on a sole source basis to The Bell Boeing Joint Project Office, Amarillo, Texas, 79120. The procurement is for the hardware/ software design, development, testing, integration and manufacture of one complete CV-22/ MV-22 Advanced Boresight Equipment (ABE) System Boresight alignment kit for the V-22 Aircraft. The Government intends to procure these items under the authority of 10 U.S.C 2304(c) (1) as cited in FAR 6.302-1 “Only One Reasonable Source”, therefore a solicitation is not available for this procurement. The Bell Boeing Joint Project Office is the only source possessing the requisite system knowledge, engineering expertise, and technical data needed to integrate the equipment with the rest of the V-22 Aircraft. A determination not to open the requirement to competition, based upon the response(s) to this notice is solely at the discretion of the Government.
