Description
Anticipated Scope of Work (Not All-Inclusive / Subject to Modification) Work to be performed includes, but is not limited to, repairing dikes and revetments on the Missouri River from River Mile 0 (near St Louis, MO) to River Mile 498.4 (Rulo, NE). Repairs consist of placing new quarry-run stone as well as excavating notches in existing structures and salvaging, then replacing, stone from specified dikes and revetments. It is anticipated that all work to be performed would be completed by floating plant as no land access will be available. Contractor must have capability of mobilizing, loading, and unloading barges from accessible approved quarries along the Missouri River. Rock is typically placed or excavated by way of dragline or track-hoe from a work barge. New stone must be broken, quarry-run, durable stone, approved and tested, and weigh no more than 3,000 lbs. The number of structures shall vary between 20-100 mile reaches specified in a construction schedule to be provided. This requirement has been set-aside 100% for small businesses. A sources sought notice was previously posted for this requirement under W912DQ-09-R-1037. The North American Industry Classification System Code (NAICS) for this requirement is 237990, Other Heavy and Civil Engineering Construction. The small business size standard is $33,500,000.00. The magnitude of construction is between $1,000,000.00 and $5,000,000.00. This requirement will be issued as an Invitation for Bids (IFB) solicitation that will result in one (1) firm-fixed price construction contract to the responsible contractor (subject to FAR Subpart 9.1) who submits a responsive bid that complies with the solicitation. The bid instructions, closing date, and time for submission of bids will be contained in the solicitation notice and package. The solicitation is anticipated to be issued on or about November 6th, 2009 on the Federal Business Opportunities website (FedBizOpps) at www.fbo.gov. The Government will not provide written paper copies of the solicitation. Telephone, written, facsimile, or e-mail requests for the solicitation package will not be honored. Compact disc and hardcopies will not be available. Bidders should check often for changes (Amendments). Potential bidders must register on FedBizOpps at www.fbo.gov in order to receive notification(s) and/or change(s) to the solicitation. The Interested Vendors List (IVL), (similar to a bidders list), may be accessed and printed from the FedBizOpps web site. Prospective contractors who would like their company name included on the IVL list may do so on the FedBizOpps website under IVL. Potential contractors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading a copy of the solicitation package. All interested parties MUST be registered in the Central Contractor Registration (CCR) Database in order to receive a contract award.
