Description
RECOVERY Wyeth Columbia River Treaty Fishing Access Site Solicitation No. W9127N-09-R--0057 This contract is in the evaluation process. The evaluation for the initial proposal was conducted earlier and three companies were selected to submit price proposals for this contract. Offers from other sources will not be evaluated. The following companies shall submit their proposals by the assigned due date and time: Advanced American Construction, Inc. Kerr Contractors, Inc. Hamilton Construction Co. The amendment 0002 package was sent electronically to the said companies on 21 October 2009. The package can be found at the following FTP link: ftp://ftp.usace.army.mil/pub/nwp/W9127N-09-R-0057%20Wyeth%20Fish%20Access%20Site/ Contractors should take note because this work is being funded by the America Recover and Reinvestment Act (ARRA). There are special requirements and clauses associated with this act and they will be located in section 00800 of the solicitation. The most up today information on ARRA requirements can be found at: http://www.recovery.gov/ Contractors are encouraged to review the OMB guidance for specific reporting requirements associated with receiving funds made available under ARRA. This guidance can be found at the following web site: http://www.recovory.gov/?q=node/317 The U.S. Army Corps of Engineers (USACE), Portland District (NWP) has a requirement to complete design and construction of the Wyeth Site under the Columbia River Treaty Fishing Access Project. This site is located on the Oregon shore approximately 10 miles west of Hood River. This requires a contractor with capabilities and experience in design and construction. The primary requirement in this solicitation is design and construction of a large span bridge (minimum 130-feet span) over an active Railroad (existing 3 lines)., Other work shall include in-water work including but not limited to a boat ramp, dock, and wave protection works in the Columbia River, upland site development; roadway, parking, campsites. There will be no mechanical or electrical work on this project. Detailed specification will be inclusive in the solicitation package. A Site Safety and Health Officer (SSHO) shall be provided for all new contracts with this District. For this project, the person that will act as the SSHO is required to have a minimum of 3 years safety work with similar projects and a 30 Hour OSHA construction safety class (or equivalent) taken within the last 3 years. The SSHO may have no other duties for this work except function as the on-site CQC Manager. This procurement is open to both small and large business concerns. The NAICS Code is 237990 and the small business size standard is $31.5 million. Large business will be required to submit a small business subcontracting plan. The Magnitude of Construction is $5,000,000 to $10,000,000. Interested business concerns must be enrolled in the Central Contractor Registry (CCR) at www.ccr.gov to conduct business with the Department of Defense. A Request for Proposal (RFP) utilizing the Two Step Design/Build Best Value selection method will be issued. The first submission of offerors will for evaluation to select the top 3 who will be eligible to submit Proposals in the second step.Evaluation criteria will be provided in the solicitation, and a single firm fixed-price contract may be negotiated as a result of this procurement. The solicitation for this project will be issued in electronic format on/or about 18 Jun 2009 with a proposal due date no less than 30 days after issuance; a notice and link to download this solicitation will be posted on the Federal Business Opportunity (www.fbo.gov) when the solicitation is available for download.
