Description
Draft statement of work The United States Department of Agriculture (USDA) Animal and Plant Health Inspection Services (APHIS) Plant Protection and Quarantine (PPQ) is searching for sources capable of conducting insecticide treatments for the Asian Longhorned Beetle (ALB) in Worcester County, MA. USDA-APHIS-PPQ, in conjunction with the State of Massachusetts, is planning a program to apply a systemic insecticide (Imidacloprid), for the control of the Asian Longhorned Beetle (ALB), Anoplophora glabripennis (Motschulsky). The program is intended to reduce the potential for damage from this significant pest species. Three methods of chemical treatment shall be applied for the control of ALB in MA during the 2010 treatment-soil injection, trunk injection, and soil drench. Companies must have the resources necessary to treat approximately 75,000 trees in one year in Worcester County, MA and meet the qualifications in section C4 of the draft statement of work. The results of this sources sought notice will be used in helping determine acquisition strategy. Small businesses are encouraged to apply. Companies interested in competing for this work should submit a statement of capabilities (no more than 3 pages) detailing their experience. Information provided that exceeds three pages (12 font, minimum ½ inch margins) will be considered solely at the discretion of the Contracting Officer. At a minimum this statement must include: 1) Three references with the following information: Company or agency name Size of project (in dollars, area, or number of trees) Point of contact (name, phone number, and email address) Brief description of the work (date, type of work) References greater than 3 years old will not be contracted. References must show ability to work on large scale similar contracts (e.g., $25,000 trimming contracts are not applicable) 2) Valid pesticide applicator's license for the State of Massachusetts (or detailed ability to get one prior to contract award (Feb-Mar 2010) 3) Prior commercial experience performing application of soil injection and/or trunk injection treatments for trees within the last 3 years. 4) Short resume or c.v. of at least one full time arborist certified by the International Society of Arboriculture, employed on a full time basis, and dedicated to work for the duration of the contract. 5) Number of category 36 pest applicators on staff After reviewing the statement of work please submit questions, suggestions, or items for clarification to Nathan Johnson so these can, if applicable, be added to the final statement of work.
