Description
Background: The USGS Biological Informatics Office (BIO), located in Reston Virginia and Denver Colorado, is seeking information and geospatial technologies support related to its implementation of the National Biological Information Infrastructure (NBII) Program. The National Biological Information Infrastructure serves as an electronic gateway to biological data and information products maintained by federal, state, and local government agencies; non-government institutions; and private sector organization in the United States and around the world. Technical support is required related to information technology development, database design and development, portal technologies, biodiversity data management, geospatial technologies design and development, representation of NBII technical capabilities and requirements within International biodiversity initiatives, and supporting project management requirements. These areas are required to further the development and enhancements to the NBII over the next several years and support ongoing collaborations with other federal and non-federal organizations. As the NBII has evolved over the past several years, these requirements for state-of-the-art on-site and off-site technical skills and support have been paramount to the implementation of the network. The National Biological Information Infrastructure (NBII) Program was created in 1993 based on the recommendation of a special panel convened by the National Research Council to examine critical national biological resource issues. The development of regional (focused on specific regional biodiversity data and information issues) and thematic nodes has been underway, in collaboration with partners from every sector of society, for the past three years. A critical component to insuring the network is interoperable, operated in a cost effective manner, and proper technical leadership exists is to insure that the NBII Program Office, BIO has the adequate and high-skilled technology support to lead the implementation of the NBII. The NBII Program Office and the USGS Center for Biological Informatics (CBI), located in Denver Colorado, are responsible for overall tool development, biodiversity data management policies and practices, technical leadership for cost-cutting NBII Node Working Groups (i.e. Information Technology, Geospatial Technologies), and representing the NBII on several International biodiversity technical initiatives. Basic Requirement: The scope of this effort is very broad in terms of encompassing both information and geospatial technologies requirements, but also biological sciences expertise. Furthermore, the scope also requires that support be provided to NBII domestic efforts along with international efforts. Several objectives of this support are briefly described below. Design, development, and implement state-of-the-art technical tools, databases, and applications that support the NBII Programs and collaborators (i.e. FRAMES) overall mission and objectives. Continue to be seen as a technical leader within the bioinformatics domain by U.S. and several international organizations through development of standards, innovative tools/applications, and expertise. Develop the various databases, web applications, geospatial tools, and other activities on-time, within scope, and meeting customer needs. Important General Requirements: This procurement is a "Request for Proposal" (RFP) and is subject to the provision of the Federal Acquisition Regulations (FAR) Part 12, Acquisition of Commercial Items. The proposed contract is a 100% small business set-aside. Responses will be due approximately 30 days following issuance of the solicitation. PAPER COPIES OF THIS SOLICITATION WILL NOT BE ISSUED AND OR FAX REQUESTS FORTHIS SOLICICTATION WILL NOT BE ACCEPTED. The Government anticipates awarding a single contract for a base period of one year with four one-year option periods. The anticipated award date is on or about January 2, 2010. The USGS requires a firm fixed priced commercial service contract. The Product Service Code is R408 and the North American Industrial Classification System (NAICS) code is 541512 with a size standard of $25.0M. See numbered Note 1. All responsible sources that have a valid Dun & Bradstreet number and are registered in the Central Contractor Registration (CCR) may submit a quote that shall be considered by the agency. According to the FAR Subpat 4.1102 contractors must be registered in CCR prior to the award of any contract. Access the following web site to register https://www.bpn.gov/ccr/default.aspx. According to the FAR Subpart 4.201 contractors must complete their Online Annual Representations and Certifications Application (ORCA) prior to the closing date of the proposal on line at http://orca.bpn.gov. According to the FAR Subpart 22.1302 (b) contractors and sub-contractor must complete the required annual Vets-100 Form in order to be eligible for contract award. It can be completed at http://www.dol.gov/vets/contractor/main.htm. All potential offerors shall be prepared to provide certification and disclosure regarding payment to influence certain Federal Transactions as directed in FAR 52.203-11.
