- THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER GSA SCHEDULE 70, SPECIAL ITEM NUMBER 132-51. INFORMATION TECHNOLOGY PROFESSIONAL SERVICES The Federal Systems Integration and Management Center (FEDSIM) on behalf of the United States Department of Agriculture (USDA), intends to issue a Request For Quote (RFQ) #GSCTFMG10-32214 to award a single award Blanket Purchase Agreement (BPA) under the GSA Multiple Award Schedule (MAS) program. It is anticipated that some of the task orders issued under this BPA will utilize American Recovery and Reinvestment Act (ARRA) funding. The Government anticipates awarding the BPA with a base period of 1 year, with 6 one year optional periods, and an estimated value of $100,000,000. The Prime Contractor must possess an IT Schedule 70 contract, SIN 132-51. The USDA requires an Independent Verification and Validation (IV&V) capability to support the full Information Technology (IT) lifecycle plus governance of its IT application and infrastructure solutions. USDA also requires IV&V) support to Enterprise Resource Planning (ERP) and other initiatives. These include the Modernize and Innovate the Delivery of Agricultural Systems (MIDAS), Financial Management Modernization Initiative (FMMI), Budget and Performance Management System (BPMS), and Web Based Supply Chain Management (WBSCM) initiatives. These initiatives will be implemented using SAP AG’s Systems, Applications and Products in Data Processing (SAP), which the Department has mandated for ERP implementations. Over the course of the proposed 7 year BPA, it would expected that a large number of task orders will be issued, each with significant variations in effort, complexity, length of time, and costs. IV&V work is inherently dependent upon the extent, quality, and timing of the work accomplished by a party separate from the IV&V contractor (ie. Government or Development Contractor). Due to this dependency, unless the underlying effort is rather limited in scope and duration, it is anticipated that a large number of IV&V projects will involve a sufficient degree of uncertainty and complexity such that firm requirements would not be able to be defined upfront to allow for a FFP order. In order for this BPA to accommodate all potential situations and be a viable contractual vehicle for the USDA, it must be flexible enough during the proposed 7 year period to allow for the issuance of T&M task orders as deemed necessary. It is anticipated that the RFQ will be posted to eBuy under IT Schedule 70, SIN 132-51 on or about Friday, October 30, 2009. This notice does not obligate the Government to issue or award the BPA.
