- The Department of Navy, Space and Naval Warfare Systems Center, Pacific(SSC PAC) intends to issue Request for Proposal (RFP) N66001-10-R-0071 for crew support to provide technical services to operate, maintain, and repair the Research Vessel Acoustic Explorer. The RV Acoustic Explorer is a Government owned research vessel, for the Sonobuoy Quality Assurance Program (SQAP) and other similar research, development, test and evaluation (RDT&E) programs. The scope of this effort is for services to man and operate the vessel, perform routine maintenance and repair functions. The RV Acoustic Explorer is a steel hull, twin screw, house forward, oceanographic research vessel built in 1981, refitted in 1988 by the U.S. Navy and designated USNS8801. The RV Acoustic Explorer's last shipyard haul-out was completed in January 2007. Additionally, the port and starboard mains were replaced with rebuilt Detroit Diesel 16V92N engines in June '08 and July '09 respectively. The dimensions are: LOA-130 ft., BEAM-30 ft., DEPTH- 11.5 ft., DRAFT-10 ft., MAIN DECK-58 ft. x 24 ft., 01 DECK-25 ft. x 24 ft., LAB SPACE-22 ft x 12 ft., vessel tonnage-197 tons. The capacities are Fuel oil- 24,500 gals., Lube oil-1,000 gals., Hydraulic oil-1,000 gals., and Ballast water- 64,000 gals. Potable water-23,000 gals., berthing-16. In port operations are estimated at 100% maintenance, upkeep and repair. At-sea operations are estimated as 70% for vessel operation and SQAP support, 10% for routine maintenance, and 20% assisting the Government with RDT&E programs. This requirement is a follow on to contract N66001-05-D-0004 with Rosser Marine and Charter Company, Inc. of San Diego, CA. The Navy intends to award a single indefinite-delivery indefinite-quantity (IDIQ) contract with cost- plus-fixed-fee (CPFF) pricing. It is anticipated that the contract duration will be five (5)-years. The estimated level of effort is 17,575 hours per year, with a total value of $4,992,035. This procurement is 100% set-aside for small business. It is anticipated that the classification will be SECRET. The applicable North American Industry Classification System (NAICS) Code is 483114 Coastal and Great Lakes Passenger Transportation. It is currently anticipated that RFP N66001-10-R-0071 will be released on or about 20 November 2009. The solicitation will only be available electronically. Electronic copies of the RFP may be obtained from the SPAWAR E-Commerce website at https://e-commerce.spawar.navy.mil under SSC Pacific "Open Solicitations."
