- This is a Request for Information (RFI) to determine sources with CORE competencies and demonstrated experience in providing Program Control Acquisition Management Support Services for the Defense Information Systems Agency (DISA), Global Command and Control System - Joint (GCCS-J) Program Management Office (PMO). GCCS-J is DoD's Joint Command and Control (C2) system of record and an essential component for successful implementation of the operational concepts of dominant maneuver, precision engagement, full-dimension protection and focused logistics. GCCS-J provides the foundation for migration of service-unique C2 systems into a joint, interoperable environment. GCCS-J provides a fused picture of the battlespace within a modern command, control, communications and computer system that is capable of meeting joint warfighter needs for the next several decades. GCCS-J incorporates the core planning and assessment tools required by Combatant Commanders and their subordinate Joint Task Force Commanders while meeting the readiness support requirements of the Services. To achieve this, GCCS-J provides situational awareness, imagery exploitation, indications and warning, collaborative planning, course-of-action development, intelligence mission support, and real-time combat execution capabilities needed to accelerate operational tempo and conduct successful military operations in the modern warfare environment. GCCS-J Blocks I through V are complete. Block V capabilities will be fielded through the FY10 timeframe. Future GCCS-J capabilities are pending USD(AT&L) approval on the restructure proposal to gracefully terminate Net-Enabled Command Capability (NECC) and evolve the Global Command and Control System (GCCS-J) Family of Systems (FoS) with restructured Joint Command and Control (C2) Capability. GCCS-J is a DoD major Information Technology (IT) investment and designated as an Acquisition Category (ACAT) IAC Major Automated Information System (MAIS) program. As such, it is subject to the management and oversight requirements detailed in the DoD 5000 series of acquisition directives. Pertinent directives currently include DoD Directive 5000.01, " The Defense Acquisition System ", dated November 20, 2007 and DoD Instruction 5000.02, " Operation of the Defense Acquisition System " dated December 8, 2008 and available at http://dod5000.dau.mil/. This contract effort is needed to assist the GCCS-J Program Control Staff in meeting the reporting requirements of an ACAT IAC program. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS RFI OR REIMBURSE ANY COSTS ASSOCIATED WITH THE PREPARATION OF RESPONSES TO THIS RFI. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. All information received in response to this RFI marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. Whatever information is provided in response to this RFI will be used to assess tradeoffs and alternatives available for determining how to proceed in the acquisition process for the JOPES, Force Planning Applications, within GCCS-J. In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. This RFI is a request for interested parties to describe their technical capabilities and demonstrated experience in providing acquisition support for a MAIS IT program. All interested contractors are requested to provide written response to the questions below. All small businesses to include Small Disadvantaged, HUBZone, Women-Owned and Service Disabled are strongly encouraged to provide timely responses to this Request for Information (RFI). A response to this RFI is necessary in order to assist DISA in determining the potential levels of interest, adequate competition, and technical capability within the Small Business Community to provide the required services. In addition, this information will also be used to assist DISA in establishing a basis for developing any subsequent potential subcontract/small business participation plan and/or small business goal percentages. 1. Requirements •a) Describe your experience in providing management support for C2 software releases. This includes supporting baseline establishment, release schedules, configuration management, operational test readiness and fielding decision reviews, interim authority to test documentation, fielding release messages, and acquisition decision memoranda. •b) Describe your experience working with and developing Memorandum of Agreement (MOA)/ Memorandum of Understanding (MOU) documentation and Service Level Agreements (SLAs) to meet program requirements in accordance with DISA standards. •c) Describe your experience developing and maintaining websites (e.g., SIPRNet, NIPRNet, DKO, EDGE, and browser-based libraries of program documentation). •d) GCCS-J must comply with the Department of Defense Instruction (DoDI) 5000.02, Operation of the Defense Acquisition System. Describe your experience in supporting the development, coordination, and approval of requisite program acquisition documentation for an ACAT IAM or IAC program, iaw DoDI 5000.02. •e) Describe your experience in developing, coordinating, and maintaining an Integrated Master Schedule (IMS). •f) Describe your experience in requirements management, to include assisting the operational sponsor in the development of an overall requirements process for use in prioritizing and clarifying assigned derived (technical or system) or decomposed (functional or user) requirements for each program release. •g) Describe your experience in the areas of risk planning, risk assessment (identification and analysis), risk management, and risk monitoring C2 product areas and across the program. •h) Describe your experience in the conduct of Post Implementation Reviews (PIRs). This effort includes conducting surveys with the customer to ensure customer satisfaction, collecting data, developing metrics, identifying improvements, and preparing final reports that will include objective and subjective analysis based on system metrics and customer feedback. •i) Provide no less than three past performance references that demonstrate your expertise in the overall acquisition (cost, schedule and performance) management of an ACAT IAM or IAC program. Direct, recent DoD program management experience is essential. Also essential are key skills centering on the support team's demonstrated ability to writing, analysis of program level data and ability to anticipate requirements and independently perform such tasks in a dynamic environment with the resultant outputs prepared for a varied audience of stakeholders including the Joint Staff; USD(C), OASD(NII), DASDs C3 Space and IT Programs and Resources, DISA, COCOMs, and JTF Commanders.
