Description
The Navy anticipates conducting an acquisition for acoustic data recorders in the near future. It is estimated that up to 3 recorders will be initially procured and up to 3 more may be purchased under a Contract Option. The recorders will be solicited as FOB destination. A standard commercial warranty is acceptable. All interested firms shall submit information demonstrating their capabilities to produce the recorder and company product specifications related to this effort. The capability package requirements are to be presented in a manner that the Government can determine whether the firms capabilities are in accordance with the Government's salient characteristics (provided below). Firms responding should indicate whether they are, or are not, a small business, a socially and economically disadvantaged business, or a woman owned business. The general definition of a small business is one that is independently owned and operated, is not dominant in the field of operation in which it is proposing on Navy contracts and its affiliates; and the number of employees does not exceed 500 (however, this can vary depending upon the assigned NAICS code). NAICS Code to be used for this acquisition is 334112; PSC code is 5835. The Navy reserves the right to consider a small business set-aside based upon response hereto for any subsequent acquisition. Respondents are further requested to indicate their status as a Foreign-owned/Foreign-controlled firm and any contemplated use of foreign national employees on this effort. Any information submitted by respondents to this sources sought synopsis is voluntary. The Navy does not intend to award a contract on the basis of this notice or to otherwise pay for the information solicited. Respondents should not construe this synopsis as a commitment by the Navy for any purpose. All responses to this announcement, as well as any questions, should be submitted electronically to Brad Hierstetter and Kathy Lang at the following e-mail addresses: brad.hierstetter@navy.mil and katherine.lang@navy.mil ------------------------------------------------- Salient Characteristics For Sonobuoy Acoustic Data Recorder 1.0SCOPE This requirement is for a digital data recorder/playback system utilizing built-in or removable hard disk(s) for data storage. The system shall also provide USB and GBit Ethernet interfaces and DVD RW capability for data archiving. The system shall have a Microsoft Windows based operating system. All peripherals (keyboard, monitor, mouse, etc) required to operate the system shall be provided with the system. The system shall be suitable for use in laboratory, field test station and shipboard lab environments 2.0DESCRIPTION 2.1Size and Weight: The system shall be no more than 10 inches high (excluding peripherals) with a total volume of no more than 3 cubic feet. The weight of the system shall not exceed 70 lbs. The system shall be rack-mountable into a standard 19-inch rack. 2.2Power Requirements: The system shall operate on single phase 110-120 Volt, 60 Hz AC electrical power with no additional power supply requirements. 2.3Data Recording / Storage: The system shall be configured with a minimum of 10 Tbytes of NTFS formatted; RAID configured hard drive storage capability. The system shall be capable of writing continuous data to disk at 400 Mbyte/sec minimum. The system shall provide real-time monitoring of all recorded channels via FFT, Bar Chart, and/or Scope displays. Each recording session shall contain a directory index identifying input channels enabled, input recording parameters selected and user input identification annotation. The recorded data shall include all selected/enabled input channels and synchronized IRIG-B time code. Pausing and resuming recording within a single session shall be available. The recorder internal storage device shall be capable of retaining multiple recording sessions. 2.4Input Signal Requirements: Minimum of 40 simultaneously sampled analog signal input channels. The sampling rate shall be a minimum of 2.5 Msamples/sec. The unit shall be capable of selecting any number from one channel to all channels for recording. The input amplitude range shall be selectable, up to 20 Vpp minimum. The input frequency range shall be from DC to 100 kHz minimum. Connectors for signal inputs shall be differential BNC type co-axial connectors. The input impedance shall be 1 MOhm or greater. The system shall have a dynamic range of at least 80 db and a THD+N of less than.01%. 2.5Data Reproduction Requirements: Capability to recall and reproduce any recorded session data using the recorder itself and by using PC and the removable media with either off the shelf media player software or vendor supplied playback and analysis software shall be provided. Directory index for the selected session shall be displayed after user selects the desired session file. Fast forwarding through the recorded data to a selected time within the session shall be possible. Reproduced data shall not be scaled. The system shall provide the capability to export data files or selectable windows within the data file to formats including, but not limited to: ASCII, IEEE binary, Dadisp, MatLAb, B&K Pulse, CATS, LMS, PC Wave.
