Description
The purpose of this Sources Sought Notice is to announce the National Institute for Standards and Technology (NIST), located in Gaithersburg, Maryland requirement for the repair of a YORK Turbomaster Model OM-3000, designated as Refrigeration Unit (RU) #6 at Bldg 302, NIST Steam and Chilled Water Generation Plant and to identify small business firms that are qualified and able to provide such repair. Based on capability statements received in response to this Notice, a solicitation may be issued as a 100% small business set aside in the future. A solicitation is not available at this time and this notice is not a Request for Proposal (RFP). As a result of this Notice, the Government is not committing to award any contract at any time for the requirement herein. All small business organizations (SB SDB, WOSB, HUBZone, and VOSB and SDVOSB) are encouraged to respond to this notice. This requirement is assigned a NAICS code of 238220 with a small business size standard of $14.0M. Note: The work specified herein shall be performed subject to the Service Contract Act and Federal Acquisition Regulations, Clause 52.219-14 Limitations on Subcontracting. This clause requires the prime contractor to perform at least 50% of the labor with its own employees. The Government has documented internal refrigerant leaks in the RU#6 and is seeking qualified firms that have the appropriate experience to repair and restore RU#6 to full operational status. Tasks shall include, but may not be limited to, replacement of compressor shaft seals, intercooler float pins/assembly, and site glass and glands. The equipment shall be repaired in accordance with Johnson Controls/York (JCI York) manufacturer’s instructions using JCI/York parts and approved materials. The technician performing the work shall be certified by JCI/York factory to work on this model type of chiller. Interested firms shall demonstrate having successfully completed three (3) overhaul projects of a similar scope and complexity to the stated requirement above on York YD or OM machines, 3,000 refrigerated tons. Contractor shall also provide evidence that their technician(s) for this type project have a recent JCI/York certification to work on this type of chiller. In addition, firms shall demonstrate that their technicians have at least five (5) years work experience on similar equipment overhauls and the specific technician that would be proposed must have been involved on the three (above) similar overhaul projects of York YD or OM machines, 3,000 refrigerated tons or higher. Interested firms that believe they have the capabilities necessary to accomplish this project should submit electronic copies in addition to two (2) hard copies of their capability statement, including business size and status that addresses the requirements identified above. Please limit responses to fifteen (15) pages or less with any proprietary information marked as such. References shall include company name, point of contact, telephone number, FAX number, and e-mail address. No collect calls will be accepted.
