The United States Government, represented by the Department of State, is seeking applications (Standard Form 171's or OF 612’s) from U.S. citizens interested in providing the PSC services described in the attached. Along with the SF-171 or OF-612, applicants shall provide a resume and three written reference letters including contact information. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR BACKGROUND: This position is located in the Department of State, Bureau of International Narcotics and Law Enforcement Affairs, Office of Aviation, Patrick Air Force Base, Florida. The Office of Aviation provides planning, operational and logistical support and contract oversight for the INL counter-narcotics aviation program in Central Asia and Latin America. The Office of Aviation performs this mission using a fleet of fixed and rotary wing aircraft, Contractor personnel, and Government and Personal Services Contractor personnel operating in the United States, various Latin American countries, Pakistan and Afghanistan. PURPOSE:The purpose of this personal services contract position is to provide an Assistant Operations Officer /Aviation Training for the Operations Division. The incumbent acts as the operations point of contact for designated country Senior Aviation Advisor(s), for executing and following up on support to that country. The incumbent reviews, develops, implements and/or contributes to a wide variety of plans, policies and procedures for organizing, training, and deploying aviation assets within or to overseas country locations. The incumbent provides contract oversight for operations in designated countries, conducting frequent on site visits to access operations. In addition, the incumbent supervises contractor execution of host nation academic, maintenance and other training, and coordinates operations staff supervision for designated in-country aviation programs. The incumbent is required to develop, coordinate, and implement training programs for U.S. Government, contractor, and host nation personnel. SUPERVISORY CONTROLS: The incumbent works under the supervision of the Chief, Operations Division. The Chief, Operations assigns downrange country program staff supervision responsibilities and provides general direction in terms of broadly defined training policy/mission/functions, and contractual procedures. The incumbent exercises latitude for independent action, initiating projects and executing approved new programs under general supervision. Completed work is considered to be correct and review of results is for timeliness and effectiveness. 2.STATEMENT OF WORK As directed, performs operation staff oversight for designated country programs. Act as the staff point of contract for coordinating operations and standardization support to designated country programs. Follow through on all operations and standardization related requests for support and assistance to each program. Conduct country program inspections as directed to ensure compliance with appropriate Aircrew Training Manuals, Operations Directives, and in-country INL/A approved Standard Operating Procedures. Act as the operations staff action officer for designated special projects or programs, to include implementation of new country sites added under the contract. On an as-needed basis, temporarily perform duties as Acting Senior Aviation Advisor or other in-country INL/A advisor when one is on leave or on official travel. Provide contract oversight of the contractor’s development, coordination, organization, and implementation of comprehensive training programs for the Office of Aviation, i.e., Flight and Ground Programs of Instruction (POI) for: a.Night vision goggle (NVG) operations, b.Aerial gunnery training, c.Non Pilot Crew-Member training, d.Motor vehicle operator training, e.Flight line operations training, etc. Provide academic instruction to USG employees and Personal Services Contractors assigned to perform duties at Patrick AFB, Florida, or overseas locations. Training includes application of the full range of theoretical, formal, and practical instruction. Apply the “Fundamentals of Instruction” as listed in the FAA Flight Instructor’s Handbook during training. Apply the standard method of accomplishing tasks in accordance with the appropriate aircrew training manual (ATM) and DoS Guide to Training and Standardization. Review and recommend establishment of formal courses of instruction, training aids, training programs, training standards, training directives and related material to support the Training Program. Through the contractor training coordinator and instructors, establish training programs designed to ensure maximum utilization of training facilities, adherence to training standards, and avoidance of training duplication efforts. Maintain constant liaison with U.S. Department of Defense, Department of State, Narcotics Affairs Sections (NAS), other U.S. Government agencies, and the U.S. Federal Aviation Administration to keep abreast of current policies, procedures, and rules which pertain to the Office of Aviation training program. Ensure that contractor instructors and standardization pilots conform to the standards of the Office of Aviation Training Program. Prepare periodic contractor performance reports for the Contracting Officer’s Representative. Perform Supervisory Pilot duties in fixed and rotary wing aircraft. 3. MINIMUM QUALIFICATIONS Candidate must be a U.S. Citizen, eligible for a Top Secret security clearance. In-depth knowledge of Aircrew Training and Standardization Programs, to include: operating directives, training and standardization publications, aircrew training manuals, and related documents. Knowledge of U.S. Federal Aviation Administration regulations, including, but not limited to FAR Part 1, 61, 67, 91, 133, 135, 137, 141, 143, and NTSB830. Knowledge of the employment of aircraft in aviation operations, including capabilities, limitations and techniques for fixed and rotary wing aircraft. Experience in supervising contractor training and as a ground/flight instructor involved in the training and standardization of pilots in a formal aircrew training program, and/or maintenance/logistics/administrative personnel within a formal training program. Ability to demonstrate aeronautical knowledge and skill in accordance with the established DoS INL Office of Aviation Aircrew Training Program. Night Vision Qualified Current Class II FAA medical certificate Qualification and at least three years experience as a military instructor pilot/standardization instructor pilot, or as a FAA Certified Flight Instructor in either fixed or rotary wing aircraft, with a minimum of 1,000 flight hours of total flight time. Knowledge of and skill in the operation of desk top computer based word processing systems. 4. DESIRED QUALIFICATIONS Spanish language ability at the 2/2 (DLPT or FSI) is desired. 5. COMPLEXITY The incumbent performs operations, training, and standardization oversight of U.S. Government, contractor and host nation personnel operating in five countries and at multiple forward operating locations. The incumbent provides oversight of multi-national training programs, plans, policies, and procedures for the Office of Aviation. Coordinates recommendations from training/standardization committees, consults with the Chief of the Operations Division regarding ongoing projects, provides guidance to contractor, host nation and USG instructors and standardization pilots, and oversees implementation of the training program. The incumbent performs continuous analysis of ongoing programs to determine the requirement for new procedures/policies which will improve the efficiency, effectiveness, and safety of aviation operations in support of the counter-narcotics mission. 6PHYSICAL DEMANDS The work is both physical and sedentary in nature and involves activity at both the main and field locations. May require some physical exertion and dexterity. 7.WORK ENVIRONMENT The work is primarily conducted in an office or aircraft hangar with some travel to the field for meetings, conferences, activity reviews, and field inspections/evaluations. Some field sites have been declared hazardous duty locations by the Department of State and therefore pose significant risk to the incumbent while at these sites. 8. EVALUATION CRITERIA Factor 1. (Contract Oversight). 25% Offeror’s ability to: a.Perform contract oversight of contractor training and standardization. b.Ensure that contractor instructors, and standardization pilots conform to the standards of the Office of Aviation Training Program. c.Prepare periodic contractor performance reports for the Contracting Officer’s Representative. Through the contractor training coordinator and instructors, establish training programs to ensure maximum utilization of training facilities, adherence to training standards, and to avoid duplication of training effort. b.Maintain constant liaison with U.S. Department of Defense, Department of State, Narcotics Affairs SectionS (NAS), other U.S. Government agencies, and the U.S. Federal Aviation Administration to keep abreast of current policies, procedures, and rules that pertain to the Office of Aviation training and standardization program. Factor 3. (Develop, Coordinate, Organize and Implement Operational and Training Systems and Procedures). 25% Offeror’s ability to: a.Develop, coordinate, organize, and implement comprehensive training programs for the Office of Aviation. b.Provide academic instruction to USG employees and Personal Service Contractors assigned to perform flight duties at Patrick AFB, Florida or OCONUS locations. Training includes the full range of theory, formal classroom instruction, and practical application. Applies the “Fundamentals of Instruction” as listed in the FAA Flight Instructor’s Handbook during training. Applies the standard method of accomplishing tasks in accordance with the appropriate aircrew training manual (ATM) and DoS Guide to Training and Standardization. Factor 4. (Past Performance). 25% Offeror’s previous experience and quality of performance.
