Description
RECOVERY--THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER W91278-09-D-0105. RECOVERY PER FAR 5.7 THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY; THEREFORE FAR 5.203 DOES NOT APPLY. Using Recovery Act Funding, the Mobile District Corps of Engineers intends to issue a task order to contract W91278-09-D-0105, an 8(a) sole source Indefinite Delivery Indefinite Quantity contract for general technical services related to planning and operations for the U. S. Army Corps of Engineers, Mobile District. This task order will require the contractor to develop strategies and documentation toward the development and inclusion in a draft Dredge Materials Management Plan for Mobile Harbor. The contractor shall furnish all personnel, equipment, materials, supplies, necessary to prepare draft guidelines for sustainable dredging and long-term dredged material management of the Federal Navigation project of the Mobile River and recently constructed turning basin for a period of at least 30 years. The existing contract must be used for the following reasons: 1) The work to be performed is within the scope of the original contracts' technical provisions. 2) The incumbent contractor has the management, technical, and administrative skills to efficiently and effectively accomplish this work at reasonable cost. 3) This contract enables the work to begin immediately. The American Recovery and Reinvestment Act (ARRA) contains specific acquisition requirements that must be met when using funds appropriated by the Act. Acquisitions must comply with FAR, and to the maximum extent practicable, be awarded under competitive procedures as fixed-price (FP) contracts. The Mobile District intends to use the current IDIQ (Indefinite Delivery Indefinite Quantity) contract to meet its requirements. Though not a FP contract, it was awarded as an 8(a) sole source contract. The contract type was selected to provide the contractor with the greatest incentive for effective and economical performance, given the types of services to be performed. Furthermore, the existing IDIQ contractor has experienced personnel. Accordingly, it is deemed to be in the best interest of the government and in compliance with the goals of the Recovery Act to use the existing IDIQ contract to accomplish the requirements listed above.
