10181AM034 This is a notice of intent to go Sol Source in accordance with FAR 6.302-1 for the following items: Bull Trout Consultations Vendor: Theresa DoumittPO BOX 44Ririe, ID 83443 The Salmon-Challis National Forest (SCNF) is re-initiating consultation with the Eastern Idaho Fish and Wildlife Office (FWS) for Upper Columbia River bull trout on approximately 41 livestock grazing allotments. There is a projected completion date of July, 2010. This ambitious schedule will create a large workload for the FWS to review Biological Assessments (BAs) submitted by the SCNF, and then complete Biological Opinions. In order to meet the workload, FWS will need to hire a contractor to assist with specific deliverables. As BAs are submitted by the SCNF, formal consultation begins and FWS will begin writing the BOs. Draft BOs will be provided to the SCNF for comment, then after the comments are received the final BOs will be written and provided to SCNF. This process should begin early fall 2009 and continue through spring of 2010. Timeframes and work effort for each BA and BO will vary due to differences in complexity of grazing and effects on each allotment. Our office has an urgent need for expert help to review these Biological Assessments (BA's) and write Biological Opinions (BO's). This is an extremely important project for the U.S. Fish and Wildlife Service with an urgent deadline of July 2010. We chose Theresa Doumitt (P.O. Box 44, Ririe, ID 83443, 731-234-4229), for this contract job. The technical aspect of this project requires specific, scientific knowledge combined with excellent interpersonal skills, broad knowledge of state and federal agency protocols, and exceptional reading comprehension and technical writing skills that very few people posses. Theresa Doumitt is uniquely qualified to complete this work. She holds a Master's Degree in Wildlife Science with a minor in Experimental Statistics and has published 4 professional wildlife articles. Theresa has many years of experience working for a variety of State and Federal Agencies and Universities including the Bureau of Land Management, the National Park Service, Universities of New Mexico, Utah, Tennessee, and Idaho; all work that included working with biological data, reviewing information, analyzing data, and producing written reports. Because of her extensive experience writing and reviewing documents and technical publications, exceptional interpersonal and partnership development skills and experience, and exceptional writing skills, she is uniquely qualified for this contract. Because of the urgency and uniqueness of this assignment, Theresa is the only choice because her experience qualifies her to complete this important assignment and she requires no training or other start-up time and is ready to engage in assisting the FWS with meeting our urgent deadlines for these BO's. This project needs to be completed by July 2010 because of the Salmon Challis National Forests requirement to have Bull Trout consultations complete prior to turning cattle out on the National Forest where Bull Trout occur. A delay in award of the contract would result in the Fish and Wildlife Service not meeting its legal timeline requirements and/or cause the Forest Service to delay cattle turn out by their Permittees.
