- NASA/ARC has a requirement for 310 R type and 500 K type thermocouples to supportthe continued testing and development of the Crew Exploration Vehicle (CEV) ThermalProtection System (TPS) heat shield. The heat shield protects the space vehicle and itsoccupants during re-entry into the Earths atmosphere.NASA/ARC intends to purchase the required thermocouples from Conax Technologies LLC. Inaccordance with FAR 13.106-1(b)(1), it has been determined that this is the only sourcereasonably available for this purchase.NASA has been conducting testing and evaluation of TPS ablative heat shield materials forCEV over the past several years. In March 2009, NASA selected Textrons Avcoat as theheat shield material for the Orion spacecraft.ARC is responsible for continued testingand analysis of Avcoat, under the CEV Insight/Oversight team, led by NASA Johnson SpaceCenter (JSC). Conax has been the sole supplier of thermocouples for CEV TPS testing. These thermocouples are the only ones that have been qualified for use in CEV testing. To ensure consistency in the test data and to minimize risk, ARC will procure theseadditional thermocouples from Conax.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon October 27,2009 to Christine.M.Benavides@nasa.gov. Such capabilities/qualificationswill be evaluated solely for the purpose of determining whether or not to conduct thisprocurement on a competitive basis. A determination by the Government not to competethis proposed effort on a full and open competition basis, based upon responses to thisnotice, is solely within the discretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
