- Generic Price List Spreadsheet for Rental Car BPAs Military Sealift Fleet Support Command (MSFSC) Ship Support Unit (SSU) Guam anticipates entering into a Blanket Purchase Agreement (BPA) with several rental car companies to supply rental car services to MSFSC assets on the island of Guam. This requirement is a Small Business Set Aside. This acquisition will follow Federal Acquisition Regulation (FAR) Part 12 – Acquisition of Commercial Items, and FAR Part 13 – Simplified Acquisition Procedures (SAP). Due to the anticipated dollar thresholds involved, per FAR 13.003(b)(1), this acquisition will be reserved exclusively for small business concerns, as defined in FAR Part 19. The government intends to award multiple BPAs to maximize competition for each order. BPAs may be established with large and small business concerns. The BPAs shall remain in effect up to five (5) years. The government reserves the right to terminate any or all BPA agreement by giving vendors thirty (30) days notice. The government has identified the following as the minimum needs for this requirement: Currently MSFSC SSU Guam receives ten (10) to twelve (12) rental car requests per month, with five (5) to eight (8) vehicles per request. Typical rental periods average five (5) to seven (7) days. However, some rental requests can be for as long as thirty (30) days. The attached Statement of Work (SOW) contains the service/performance requirements of the BPA. Vendors interested in entering into a BPA with the Government should review the attached SOW, and submit pricing (daily, weekly, and monthly rates) for the classes of vehicles identified on the Commercial Vehicle Rental Price List (first page of the SOW). Pricing should be submitted for as many of the vehicle classes as the vendors inventory allows. Only vendors that are able to satisfy the above criteria specified should express an interest to the government at this time. This minimum requirements are not subject to change. Vendors shall be registered in the Central Contractor Registration (CCR) database and Online Representations and Certifications (ORCA). NAICS code 532111 applies. Price lists from interested vendors should be received as an e-mail attachment no later than 10 November 2009. Price lists should be submitted via e-mail to Mr. Ted Williams @ Theodore.R.Williams@fe.navy.mil or Mr. Larry Baron @ Lawrence.Baron@fe.navy.mil. Late submissions will not be considered. Price lists submitted should be certified (via vendor signature) as valid for a period of no more than five (5) years from the date of submission. Price lists will be counter-signed by the contracting officer upon establishment of the BPA. MSFSC anticipates entering into BPAs with a many as three (3) lowest-priced, technically acceptable vendors. Low price will be determined by conducting a line for line comparison of submitted prices per vehicle class, specifically the daily rates for Items 0001, 0002, 0007A, 0007B, and 0008 (see Commercial Vehicle Rental Price List of the attached SOW) – as these vehicle classes and rates represent the majority of rental requests. The low price vendor(s) will be determined by the lowest daily rates on the majority of the following vehicle classes: Items 0001, 0002, 0007A, 0007B, and 0008. Technical acceptability will be established by receipt of a complete and comprehensive price list. Failure to provide price quotes on each of the ten (10) classes of vehicles will render the offer technically unacceptable. After the BPAs are established, rental vehicle requests will be competed to the eligible vendors as they are received. It is recognized that a vendor may not be able to supply every vehicle on each request every time. However, rental requests will not be split. If a vendor is not able to supply a request in its entirety, then the request will be awarded to the eligible vendor as applicable.
