Description
An RFP will be issued for the continued Operation of the Penobscot Job Corps Center, in Bangor, Maine. Job Corps is a national residential and non-residential training and employment program administered by the U.S. department of Labor. It is aimed at addressing the multiple barriers to employment which are faced by disadvantaged youth, ages 16-24 years, throughout the United States. It is anticipated that the contract have a 2-year base period, October 1, 2010 through September 30, 2012, plus three (3) governmental unilateral renewal options of one (1) year each. the RFP will be available on or about November 4, 2009. It can be obtained from FedBizOpps located on the World Wide Web, at https://www.fbo.gov. The average capacity for the center is 396 youth of which (149 males and 147 females are residential) and 50 are non-residential (17 males and 33 females). This contract includes the administration of Outreach and admissions and Career Transitional Services. The Outreach and Admissions annual contract goals are for the recruitment of 50 males and 100 females. The Career Transitional Services contract goals anticipate 125 graduates and 0 former enrollees will be serviced. The successful contractor shall provide Outreach and Admissions, Career Transition Services, Academic and Career Technical Training, operate Counseling & Residential Living programs, and provide the following support services; Health services, processing of Student Records, a Student Discipline System, Clothing Issuances, Mail and Legal services. The contractor shall also provide overall Center Management and Administration as follows; Contract and Personnel management, Staff training, financial management, Procurement and Property management, Facility operations and maintenance, Security and Safety services, Community Relations and Public Information. A Pre-proposal Conference and Site Visit are scheduled for November 16, 2009 at 11:00 AM ( EST-local time) at the Penobscot Job Corps Center. The Center is located at 1375 Union Street, Bangor, Maine. The center's telephone number is 207-990-3000. The center is located near the Bangor Airport and Sheraton Four Points Hotel, Bangor, Maine. It is HIGHLY recommended that potential Offerors download a complete copy of the RFP from the Website listed above, before attending the Pre-proposal Conference and site visit. All potential attendees are required to register, in advance, with the contracting office running the procurement. Please mail a "Notice of Intent to Attend Penobscot Job Corps Center Pre-Procurement Conference" to: Binh Kha, U.S. Department of Labor, OASAM, 201 Varick Street, Room 815, and New York, NY 10014. Note all "Notices of Intent to Attend" should be received by this office no later than November 9, 2009. Attendees are required to stop in at the Visitor Center, (first building on right after entering center), and go to the reception areas to acquire a security pass and gain instructions as to where the conference will be held on Center. Please do no perform any unescorted tours of the Center. A formal tour will be provided as part of the conference. As the tour will likely last 1-2 hours, it is recommended that comfortable walking shoes be worn. All questions pertaining to this procurement shall be submitted in writing and in advance. Attendees should include a clear and concise list of questions to which they will want addressed at the conference. While all questions, and resultant answers, will be made public, the names of the attendees and the source of the questions will not be disclosed publicly. Questions should be received by the contracting office no later than November 9, 2009. Lodging and subsistence are the responsibility of the attendees. Proposal in response to the RFP will consist of an Oral Presentation and written submission as described in Section L of the RFP. All written proposal submissions shall be due no later than January 8, 2010 noon (12:00 PM EST local time) to the address listed in the RFP. Responses received after that date and time will not be considered. All responsible sources may submit a proposal, which shall be considered by the Agency. Submitted proposals will become the property of the United States Government. Unsuccessful and/or surplus proposals will not be returned and will be scheduled for destruction.
