Description
THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER W15P7T-10-R-F009. The United States Army CECOM Contracting Center-Army Contracting Command, Fort Monmouth, NJ 07703, intends to solicit and award a Sole Source, Five-Year, Firm Fixed Price, Indefinite Delivery Indefinite Quantity type contract in accordance with FAR 6.302-1, Only One Responsible Source. The Government intends to procure the spare parts for the Electric Power Plant III (EPP III). The anticipated effort is intended to be Sole Source to Lechmotoren Gmbh, 6410 Airport Rd STE A, El Paso, Texas 79925-1069. The EPP III is a self contained, mobile electric power plant consisting of two 150kW/400Hz diesel engine driven generator sets and associated equipment, including a power distribution unit, grounding system, fuel tanks and distribution system, cable reels with power and control cables, mounted on a pallet. The EPP III is unique to the PATRIOT Missile Defense System (MDS), and powers its Radar Station and Engagement Control Station. Without the power generated by the EPP III, the PATRIOT MDS cannot function. Lechmotoren is the original equipment manufacturer of the EPP III and its spare parts. The Government does not possess technical data (drawings or specifications) that completely defines the form, fit, and function of the items being procured. Additionally, the form, fit and function of the EPP III and its spare parts area not defined in any nationally recognized industry standard or specification. The NAICS code for this procurement is 335312 with the corresponding Small Business Size Standard of 1000 employees. Items shall be shipped FOB Destination to New Cumberland Army Depot, New Cumberland, PA 17070-5002. The potential offeror must have the ability to abide by the delivery schedule of a quantity of 5 units each, delivery to commence 90 days after After Receipt of Order (ARO), then 5 units each per month thereafter until completion for the following NSNs: 6115-12-341-6789, 2920-12-345-5330, 2915-12-341-6895, 5840-12-341-7003, 6150-12-343-3736, 2815-12-341-6896, 6150-12-343-3733, 6150-12-343-3737, 6150-12-343-3735, 6150-12-343-3734, 6150-12-343-3731, 6150-12-343-3732, 6150-12-343-3738, 6150-12-343-3739, 6110-12-345-6331, 3830-12-360-8066, 8130-12-358-4625, 8130-12-358-4623, 5950-12-346-1808, 5950-12-346-1730, 2910-12-346-1273, 2920-12-344-0101, 2950-12-345-6732, 2950-12-345-6733, 2815-12-346-0145, 2815-12-345-6490, 2920-12-314-0812, 5975-01-577-2614 and 5975-01-577-2611. Inspection and Acceptance will be at Source. The estimated maximum amount for this effort will be $14,000,000.00. The Solicitation Number assigned to this effort is W15P7T-10-R-F009 and will be issued on or about November 06, 2009.
