- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSAL ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is PR-NC-10-10030, and the solicitation is being issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-25. The associated North American Industry Classification System (NAICS) code is 334519, which has a small business size standard of 500 employees. A firm, fixed-price contract is anticipated to result from the award of this solicitation. EPA has a requirement for a Contractor to provide an Approved PM 10-2.5 Federal Reference Method (FRM) Sampler Pair. Background The EPA issued revisions to the Ambient Air Monitoring Regulations (40 CFR Parts 53 and 58) on October 17, 2006 (U.S. EPA 2006a). The final monitoring rule contains a requirement for PM10-2.5 speciation at NCore multi-pollutant monitoring sites by January 1, 2011, with state monitoring implementation plans due July 1, 2009. As compared to the proposed rule, the final rule increases the number of monitoring sites from ~20 to ~75 and shifts the focus from urban monitoring to both urban and rural monitoring locations. Manually-operated PM10-2.5 speciation samplers must operate on at least a 1-in-3 day schedule and be collocated with PM2.5 speciation at NCore stations. Since EPA is requiring PM10-2.5 speciation monitoring primarily for scientific purposes, it is appropriate to have monitoring at a variety of urban and rural locations to increase the diversity of areas that will have available chemical species data. NCore will have about 75 sites mostly in urban areas, with a subset of about 20 rural sites. One of the next steps for development and implementation of a long-term PM10-2.5 speciation monitoring program at NCore is the development of a pilot monitoring study. Several issues need to be addressed in order to develop the long-term PM10-2.5 speciation implementation plan. Prior to long-term monitoring, it is appropriate to have a pilot network of a few sites to improve our understanding of the issues associated with PM10-2.5 speciation monitoring and to determine the most appropriate way to measure PM10-2.5 species at NCore. Purpose The purchase of PM10-2.5 speciation samplers will support a pilot project in which State and local agencies will operate commercially available PM10-2.5 samplers and help develop laboratory analysis methods and procedures for the long-term PM10-2.5 speciation monitoring network. Samplers are expected to be distributed to two separate monitoring agencies in the United States. Host monitoring agencies will operate the samplers to collect the appropriate filter media for PM10-2.5 speciation analyses and method evaluation/improvement; and provide experiences with the operation of the equipment. The analysis of filters collected by the host agencies will be provided by EPA?s contractor and not under this equipment procurement. Mandatory Specifications Approved PM10-2.5 Federal Reference Method (FRM) Sampler Pair 1.Must be an approved FRM for PM10-2.5 mass and meet all of EPA?s Part 50, Appendix O requirements. Refer to the following web site for a list of designated reference and equivalent methods: http://www.epa.gov/ttn/amtic/criteria.html 2.Must be able to operate both sequentially or manually for collection of sample filters.3.Must contain all minimal items/accessories necessary for proper operation. The contractor shall provide a quote for the following: (A) Two (2) Pairs of the Approved PM10-2.5 Federal Reference Method (FRM) Sampler Pair (B) Associated costs for shipping, handling, and insurance of delivery to the U.S. EPA Research Triangle Park, NC 4-6 weeks from date of award. The Government will make an award to the responsible offeror who proposes the lowest price, technically acceptable offer. All offerors are to include with their offers a completed copy of provision 52.212-3, Offer or Representations and Certifications--Commercial Items.
