Description
RECOVERY - One or more of the requirements will be funded in whole or in part by the American Reinvestment and Recovery Act of 2009. This announcement is not a Request for Proposals (RFP) and does not commit the Government to award any contracts now or in the future. No solicitations are available at this time. The purpose of this special notice is to advertise the Industry Day in order to help NIST identify small businesses or small business concerns as part of market research. The Government intends to solicit these acquisitions as 100% small business set asides. All small businesses or small business concerns (SB SDB, WOSB, HUBZone, and VOSB and SDVOSB) are encouraged to respond to this notice. The main requirements are assigned a NAICS code of 237130, 236220, and 238220 with a small business size standard for such requirements of $33.5M, $33.5M, and $14M respectively. The specific purpose of this Industry Day Announcement is to generate small business awareness of, and interest in, upcoming projects. It is important to note that in accordance with Federal Acquisition Regulation 52.219-14 - Limitations on Subcontracting - the prime contractor is required to perform at least 15% of the labor with their own employees for general construction and at least 25% of the labor with their own employees for special trade construction. For further information on the requirements for general construction and/or special trade construction, please visit the following web sites: http://data.bls.gov/cgi-bin/print.pl/oes/2001/oesi2_17.htm http://www.census.gov/epcd/naics/NDEF235.HTM The National Institute of Standards and Technology (NIST) has requirements for a general contractor, mechanical contractor, and electrical contractor for multiple projects located at the Pacific Missile Range Facility (Barking Sands) in Kauai, Hawaii. Specific criteria being sought are: 1. The ability to construct a solar system to produce approximately 60kW. 2. The ability to obtain a bond in the amount of $1,000,000.00. 3. The ability to construct the necessary foundations to support the solar array system. 4. The ability to renovate the existing mechanical system. 5. The ability to perform exterior upgrades to existing building structures. There are no distance restrictions to the NIST, Kauai, Hawaii project imposed on this requirement. Interested small businesses or small business concerns that believe they possess the capabilities necessary to undertake these projects are invited to an Industry Day meeting at the Pacific Missile Range Facility on October 29, 2009 at 10:00 a.m. local time. This meeting will describe the upcoming projects. Drawings and specifications for some of the upcoming projects will be made available for preview. After the meeting all parties will be invited to walk the site. As a reminder, all contractors doing business with the Government are required to be registered with the Central Contractor Registry (CCR) and the On-line Representations and Certifications Application (ORCA). To register with the CCR and ORCA and become eligible to receive an award, all offerors must have a Dun & Bradstreet Data Universal Numbering System (DUNS) identifier. A DUNS number may be acquired free of charge by contacting Dun & Bradstreet at 800-333-0505 or on line at https://www.dnb.com/product/eupdate/requestOptions.html. All interested small businesses or small business concerns are to notify this office in writing via email no later than Tuesday, October 27, 2009, at 12:00 noon local time. Your response must include the following: Company Name Persons attending the meeting All persons planning on attending the meeting should arrive thirty minutes prior to the start of the meeting to pass through security. A government issued ID will be required as well as car rental information at the security building. Once your email has been received, your firm will receive a confirmation email including the location of the meeting on the base and directions.
