- This synopsis is posted to both the Federal Business Opportunities (FBO) webpage located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) website located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. Vendors should regularly access the specified websites to ensure they have downloaded any and all amendments. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) requires a contract for subscriptions to updates to commercial, off-the-shelf, CST Microstripes software that is proprietary to CST of America Inc at 10 Laurel Ave Ste 300 Wellesley MA 02481-7537. In accord with the circumstances defined at FAR 6.302-1, the Government intends to award a firm fixed-price order for the required software, non-competitively, to CST of America Inc. The requirement includes one year subscriptions to receive update products (maintenance) for the following CST Microstripes software items: (1) for EMC Edition LAN licenses each with 1 fontend and 1 solver: license numbers 20155-1 and 201-55-2 and (2) EMC Edition LAN licenses each with 1 solver: license numbers 20155-3, 20155-4, 20155-5, and 20155-6. Non-competitive award is based on need to maintain the CST Microstripes software, which the Government already has license-to-use, to the most current version. The software can be modified only by the publisher of the software. CST of America Inc does not employ re-sellers to market CST Microstripes software products. Questions and responses should be submitted, in Microsoft Word format, no later than __23 October 2009__ to DLGR_NSWC_XDS13@NAVY.MIL and should reference this synopsis number: N00178-10-Q-3406. Please include your company CAGE code so we may verify your registration and presence within the Central Contractor Registration database and please provide POC information with your response. This synopsis does not constitute an Invitation for Bids, Request for Proposals, nor a Request for Quotations, and is not to be construed as a commitment by the Government to issue a contract or an order or otherwise pay for the information solicited. This synopsis is issued for informational purposes only. Responses in any form are not offers. There are no funds available to pay for the cost of preparing responses to this synopsis.
