Description
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. THERE IS NO SOLICITATION PACKAGE AVAILABLE. The Naval Air Warfare Center Lakehurst is requesting information regarding development of Airborne High Bandwidth SATCOM system to be compatible with the Wideband Global System (WGS). This investigation includes the feasibility of using WGS satellites to transmit data to DoD teleports. This inquiry is focused solely on WGS Ka band solutions. This document was generated as a tool to summarize the requirements envisioned for the airborne SATCOM system (modem, terminal, and radome) as well as to allow the government to query commercial SATCOM terminal and antenna vendors for potential solutions. This document is not intended to be treated as a formal Statement of Work or request for proposal. The Government is requesting information on the availability of vendors capable of performing the requirements stated herein to include cost, schedule, performance, and testing. Technical requirements are as follows: 1. System shall be compatible with WGS Ka Band Satellite Transponders, Return Link (from the aircraft to the satellite) shall be capable of transmissions from 30.0 GHz to 31.0 GHz, Forward Link (from the satellite to the aircraft) shall be capable of receiving transmissions from 20.2 GHz to 21.2 GHz. 2. Any proposed system shall be accompanied with measured or predicted antenna power patterns for both transmit and receive functions. Predicted patterns are acceptable for developmental antennas. Measured patterns shall accompany any off-the-shelf antenna system that is proposed. Patterns provided shall include the sidelobe mask reference line as calculated from MIL-STD-164A Section 5.1.3.1.2. For antennas that do not have a clearly defined diameter, an equivalent diameter d = [2 x (Area/π)1/2] shall be used in the sidelobe mask calculation. The antenna subsystem shall be capable of pointing its main beam 360º in azimuth. Objective Elevation Requirement: -10° to 90°. Threshold Elevation Requirement: 0° to 85°. Return link and forward link shall be capable of Right Hand Circular (RHC) and Left Hand Circular (LHC) polarization modes. Polarization of the return and forward links shall be electronically switchable while the aircraft is in flight. 3. The terminal shall be capable of transmitting data at 10 Mbps (objective) / 5 Mbps (threshold) and receiving data at 2 Mbps (objective) / 512 kbps (threshold) while at 18,000FT MSL. It is anticipated that if a solicitation is issued it will include a base effort to develop and produce two prototype radomes, an option to develop one prototype WAT system (including Radome), options for up to two EDM WAT systems, and up to seven Production WAT systems. The Government will not release any information marked with a Proprietary legend, received in response to this RFI, to any firms, agencies, or individuals outside the Government without written permission in accordance with the legend.
