Description
Competition in Contracting Act - Justification for other than full and open competition Due to the need to provide continuing emergency transmitter services in and around Athens, Georgia, only existing communication tower sites that were geographically situated to meet NWS technical requirements were considered. The Sites to be considered must be located within a delineated area being within 5 miles of the approximate coordinates of 34º05'01" N Latitude and 83º 19'19" W Longitude. Sites being considered must also meet all of the requirements outlined in the Special Conditions listed in paragraph 2 a, below. NWS reserved the right to exclude a site from consideration should that location fall outside this delineated area or upon technical evaluation of the site it does not meet NWS technical requirements to provide communications coverage of the intended service area. a. SPECIAL CONDITIONS • The Governments antenna center mounting point on the tower must be at a minimum height of 500' above ground level (AGL) with 5 feet clearance above and below the NWS-antenna to achieve clear aperture and to prevent interference with its broadcast signals. The antenna is to be located on the Towers Southwest Leg on its South face. • The Government will require 6'X 6' of building space in the Lessor's transmitter building near the base of the tower. • The building is to be climate controlled with a temperature range of 40 degrees to 85 degrees. • 144 sf of ground space consisting of 2-6'X12' parcels for placement of Government backup generator and fuel tank • Antenna type/size is a Phelps Dodge 8-Bay • Transmission Line type 7/8" Heliax • Transmitter - SRS SR-416DT 1000 watt • The frequency to be used will be 162.400 mHZ. • Primary Power needed is 208- 240 VAC. a. The Lessor is to provide both commercial and emergency standby power as part of the rental consideration. b. Government's power usage per month is estimated at 2150 KWH. • Access to electricity & telephone lines at the transmitter site • Road access to the tower. • Tower access. • The Lessor is to provide site security and landscaping/grounds maintenance as part of the rental consideration. • Preferred tower age under 20 years old. I researched FCC ASR Tower registration site and located subject site and searched for towers within a ten mile radius and found no other towers with sufficient height to meet our antenna height requirement.
