- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation FA4877-10-Q-0109 is issued as a request for quotation (RFQ). solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-37, Defense Circular Number 20090825 and Air Force Acquisition Circular 2009-0803. This procurement is being issued 100% Small Business Set-Aside. The NAICS code for this requirement is 611620. All materials, labor, tools, and transportation needed to furnish the following: 0001 - COMBATIVE TRAINING-BASE YEAR 2010 -TO BE INVOICED & PAID QUARTERLY- WITH OPTION YEARS 2011/12/13/14; Trainer must be available from 0600 to 1800 during the week to include weekends. The training facility must be within five miles of Portland Air National Guard Base, 6801 NE Cornfoot Rd., Portland, OR. The instructor must have flexible schedule and meet for training with as little as a 48 hour notice. The instructor must be able to provide an indoor facility that allows operators to wear combat boots, helmets, body armor and weapons on a padded floor. The instructor must be able to travel and instruct pararescuemen on military installations, firing ranges, simulated urban environments without additional cost to the unit. This request is not for a martial arts program. Therefore, unit personnel will not be getting certificates or colored belts. Final evaluations will be provided by Government personnel per standards set by the Government Superintendent. The unit will not be responsible to cover additional costs of training aids and equipment damage. The instructor must be prepared to perform a demonstration of skills and answer a series of direct questions about the use of the facility and flexibility of schedule. Instructor will be required to instruct PJ's and CRO's personnel at the business location or on the military installation, firing ranges and to include simulated urban environments. Training can not be mixed with other civillian, military or law enforcment personnel without the consent fom the 304th RQS Director of Operations. Combat equipment will be both simulated and actual military weapons, to be provided by the Government, And shall include M4/ M14/ M16/ M240/ M249'S and 870 Shotguns. Contractor to provide training Aids such as heavy bags, knives, sticks, pistols, gloves and clubs. Contractor shall be current in CCR During this entire contract period to include all options. The 304 RQS is requesting a one base year contract with four option years. PERIOD OF PERFORMANCE: 01 NOVEMBER 2009 THROUGH 30 SEPTEMBER 2010. BASE YEAR, PLUS FOUR OPTION YEARS. 0002- RENTAL SPACE-BASE YEAR 2010 -TO BE INVOICED & PAID QUARTERLY WITH OPTION YEARS 2011/12/13/14; FACILITY USAGE/RENTAL WILL HAVE PADDED FLOORING AND MUST BE AT LEAST 30'X50' AND ACCOMODATE UP TO 20 PERSONNEL. PERIOD OF PERFORMANCE: 01 NOVEMBER 2009 THROUGH 30 SEPTEMBER 2010. BASE YEAR, PLUS FOUR OPTION YEARS.
