Description

The Internal Revenue Service (IRS) intends to conduct sole source procurement for its GRB/CALC IVR software manufactured by Government Retirement and Benefits, Inc., Alexandria, VA. The GRB calculation software must be UNIX-based because the existing hardware maintaining the IVR, the database software (Oracle), and the operating system, which stores the employee’s computational data elements, is UNIX. This is not a Request for Quote and no solicitation will be publicized. The Government intends to solicit and award to only one source under the authority of FAR 13.106-1(b). Interested parties may provide a written response to this Notice, to be received by the IRS by no later than 12:00 P.M. (EST), October 26, 2009. Responses that clearly demonstrate the ability to meet all requirements and that is more advantageous to the Government will be considered. However, the final award decision lies solely with the Government in this matter. Any questions should be directed to Margaret Baker, Contract Specialist, in writing, via e-mail:Margaret.Baker@irs.gov. If no written response is received that clearly demonstrates the ability to meet all requirements and that it is more advantageous to the Government, the IRS will negotiate and award a contract, on a sole source basis to GRB, Inc.
