Description
Y -- SOURCES SOUGHT The U. S. Coast Guard is considering whether or not to set-aside an acquisition for Historically Underutilized Business Zone (HUBZone), Service Disabled Veteran Owned Small Business or Small Business concerns only. The estimated magnitude of this construction project is between $5,000,000.00 and $10,000,000.00. The applicable North American Industry Classification System (NAICS) for this acquisition is 237110. The estimated time for completion is 540 days. The solicitation, when issued, will be formatted as a Request for Proposal (RFP) in accordance with the requirements designated by sections of the FAR 15.203 for a competitive negotiated procurement utilizing the authorized Two-Phase Design-Build selection procedures of FAR 36.3. The solicitation, when issued, will include the following American Recovery and Reinvestment Act (ARRA) Clauses: FAR 52.204-11, American Recovery and Reinvestment Act-Reporting Requirements; 52.215-2, Audit and Records - Negotiation (Alternate I); 52.225-23, Required Use of American Iron, Steel, and Other Manufactured Goods-Buy American Act-Construction Materials Under Trade Agreements; and 52.225-24, Notice of American Iron, Steel, and Other Manufactured Goods-Buy American Act-Construction Materials Under Trade Agreements. Compliance with all ARRA clauses and required reporting will be mandatory by the successful offeror. The acquisition is for the design and construction to Upgrade Water Distribution System at the U. S. Coast Guard Training Center, Yorktown,VA. The scope of the project is to provide design and construction services to combine the existing underground raw water and potable water systems at Training Center Yorktown into one completely refurbished potable water system. The newly refurbished potable water system will involve the installation of approximately 14,000 LF combined total of 12", 10", 8", and 6" piping, the provision of new potable water and fire protection water services to various existing buildings on site and approximately 35 to 40 fire hydrants. New pipe installation shall incorporate a combination of open cut trenching, pipe bursting, and/or directional drilling. The synopsis is not a request for proposal. It is a market research tool being used to determine the availability and adequacy of potential HUBZone Small Businesses, Service Disabled Veteran Owned Small Businesses and Small Businesses prior to determining the method of acquisition. It is requested that interested firms submit to the Contracting Officer their available bonding capacity between $5,000,000.00 and $10,000,000.00 and their DUNS number. At the present time, the acquisition is expected to be issued under full and open competition procedures. However, in accordance with FAR 19.1305 and FAR 19.14, if your firm is HUBZone or a Service Disabled Veteran Owned Small Business and intends to submit an offer on this acquisition, please respond by e-mail to Mrs. Donna Miller at donna.e.miller@uscg.mil. In your response, include a positive statement of your intention to submit an offer for this solicitation as a prime contractor. Your response is requested by November 10, 2009. A decision on whether this will be pursued as a HUBZone Small Business Set-aside, Service Disabled Veteran Owned Small Business, Small Business concern or on an unrestricted basis will be posted on FEDBIZOPS at www.fbo.gov.
