Description
preliminary schematic concept design Reference is made to the September 21, 2009 announcement, reference number 200951028A, inviting submission of qualifications and proposal data for the Panama - Air Cargo Facility Feasibility Study. The following questions have been answered. QUESTION 1 We understand from the TORs and the clarifications provided in Modification 1 that a preliminary schematic concept design has already been prepared for the facility. Is it possible to obtain a copy of this schematic design or information regarding the general parameters, size (m2) and/or estimated cost of the facility? In order to provide an adequate estimate of input required for preparation of detailed architectural and structural designs, it is important for us to understand the size and general concept for the development of this facility. ANSWER 1 The preliminary schematic concept design is attached to this modification and the size and cost of the facility are noted in the Desk Study, which is included in the RFP. QUESTION 2 Please clarify if the Grantee has already carried out topographic and/or geotechnical studies that would serve as input to the design work included in the Consultant's proposed scope of work. Also, please clarify if the grantee will be contracting engineers for other disciplines (e.g. civil, electrical, mechanical, etc.) to carry out the complementary designs in a synchronized manner with the architectural and structural design team, as it may not be possible for the architectural or structural to be finalized without having input from the other disciplines. ANSWER 2 The Grantee does have topographic studies. The Consultant will be required to conduct the geographical studies. The Consultant is expected to produce a conceptual architectural and structural design of the facility, which the Grantee will use for the complementary designs. QUESTION 3 Although it is understood that as a deliverable of the project, the blueprints should be signed by a locally licensed and practicing architect, please clarify if the designs will need to be approved by any local agencies or entities. If so, it is envisioned that the Consultant would have any responsibility in participating in this process? ANSWER 3 The Consultant is responsible for obtaining the signature of the locally licensed and practicing architect and the Grantee will help the Contractor with approval from local agencies or entities. QUESTION 4 Is the budget amount negotiable? If a proposal quotes a budget higher than the $258,000 grant amount, will this proposal be considered? ANSWER 4 No. The grant amount is a fixed price, there is no negotiating on the total cost of the study.
