Description
This is a sources sought synopsis announcement for market research in support of the various projects involving Civil Engineering for Water and Wastewater Systems Projects located at Camp Pendleton, California. The information will be utilized for preliminary planning purposes. The information received will be utilized within the Navy to facilitate the decision making processes and will not be disclosed outside of the agency. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. This notice does not constitute a Request for Proposal and is not to be construed as a commitment by the Government for any purpose other than market research. Further, the Navy is not at this time seeking proposals and will not accept unsolicited proposals. Respondents will not be notified of the results of the analysis. If adequate responses are not received from 8(a), HUBZone, Service Disabled Veteran-Owned Small Business (SDVOSB), or Small Business concerns, the acquisition may be solicited on an unrestricted basis. All data received in response to this Sources Sought Synopsis that is marked or designated as corporate or proprietary information will be fully protected from release outside the government. Since this is a Sources Sought announcement, no debrief, evaluation letters, and/or results will be issued to the participants. Responses to this Sources Sought Synopsis will be used to make appropriate acquisition decisions. After review of the responses, and if the Government plans to proceed with the acquisition, a solicitation announcement will be published on the Navy Electronic Commerce Online (NECO) and Federal Business Opportunities (Fedbizopps). No telephone calls will be accepted requesting a proposal package or solicitation. There is no proposal package or solicitation at this time. In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. The general scope of this requirement is a Firm-Fixed Price, an indefinite delivery/indefinite quantity, Architectural/Engineering Services, with a base period and four (4) one-year options. The estimated total contract value for the base period and all option years is $28,000,000. The required A/E services are for preparation of design plans and specifications for a multiple year multiple phased design of a comprehensive water and wastewater treatment system program at Marine Corps Base (MCB) Camp Pendleton. The water and wastewater treatment system program may also include, but not be limited to various Marine Corps Special Projects for repair and upgrades. This could include treatment analysis and characterization, flow and chemical monitoring, testing and analysis, wastewater treatment modeling and analysis, groundwater modeling and analysis, seismic upgrades, grading paving, utility systems upgrade, identification of and design for lead paint abatement, life safety, site surveys, site investigations, geotechnical engineering, cost estimating, and economic analysis required to develop and define actual costs of construction. Also included are short and long terms planning involving water and wastewater facilities, feasibility studies, and 1391 planning documentation preparation. This work may include, but is not limited to, development of Request for Proposal (RFP) packages for Design Build projects or fully designed plans and specifications, for the water / wastewater treatment system program, including construction support services for new and existing facilities. Interested sources are invited to respond to this Sources Sought Synopsis by completing Attachment 1 - Company Information and Attachment 2 - SF330 - Architect - Engineer Qualifications (only the following sections of the SF330 are needed): Part 1 - Contract Specific Qualifications: Complete Section A - Contract Information Complete Section B - A/E point of contact. Section E - Resumes - Provide a maximum of 4 resumes for registered key personnel on your team that would be responsible for completing the required services. Section H - Additional Information: On a maximum of two pages, list a maximum of ten specific, completed, recent (within past 3 years) projects that demonstrate experience in the required services. List each project by a brief paragraph listing the project title, location, cost, completion date and how each project reflects experience in the required services. Each project shall be one paragraph in length. Section H - Additional Information: On a maximum of one page, provide a brief paragraph addressing location: indicate Firm's location of main offices and branch offices. Describe the team's knowledge and availability to work in the proposed geographical area. Section I-Authorized Representative, on this page: ensuring the authorized representative of the firm signs the page attesting to the information provided in the sources sought response. Responses to this Sources Sought Synopsis are due no later than Tuesday, November 3, 2009, 2:00 p.m., PDT, local time.
