The Government is issuing this Pre Solicitation Notice as a 100% Set-aside for Small Business Concerns for the Marine Corps Systems Command (MARCORSYSCOM) requirement for Range Training Aids Devices and Simulations (RTADS) Training Systems located at Marine Corps Base (MCB) Quantico, VA. Offers from other than Small Business Concerns WILL NOT BE CONSIDERED. The North American Industry Classification System (NAICS) Code is 238190 and the size standard is $14.0 million. The anticipated contract will be a firm-fixed-price (FFP) contract awarded on a low-price, technically acceptable basis. MCB Quantico has an immediate necessity to enhance and upgrade the Goettage Demolition Range (GDR). The purpose of this effort is for the removal of existing Training Devices (TD) and the installation of new ones on-board MCB Quantico. This need stems from requirements requested by Range Management Branch (RMB) on behalf of the Dynamic Entry School (DES) to provide a more realistic training environment than what is currently available. This project is designed to improve training opportunities and support the warfighting skills of both Marine Corps and Joint service units operating on a live-breaching range environment. Pre-Proposal Conference Site Visit is scheduled at MCB Quantico on 28 October 2009 from 1000-1600. Interested parties attending the Pre-Proposal conference/ Site Visit must register with Carlos Vazquez at: Carlos.Vazquez@l-3com.com (Project Manager) and Captain Garrett Hager at: garrett.hager@usmc.mil prior to 26 October 2009. Parties are reminded that this site visit is at no- cost to the government. Details will be provided electronically to interested parties. The government intends to release a Request For Proposal (RFP) approximately 6 November 2009. However, please see attached for Draft Statement of Work. This document and all future documents shall be available for download via http://www.fedbizopps.gov This Pre Solicitation Notice does not constitute a solicitation and should not be construed as a commitment of any kind by the US Government to issue a solicitation or ultimately award a contract. There will be no paper copies of this solicitation. All solicitation information may be obtained through the above referenced website. Any questions related to the Solicitation must be submitted in writing; via email to Sean Johnson; sean.johnson1.ctr@usmc.mil (407-380-8482), and Contracting Officer Graham Oliff, graham.oliff@usmc.mil (407-380-8152). Effective October 1, 2003 all government contractors must be registered in CCR prior to receiving an award. You may access CCR via the following URL: http//www.bpn.gov. At a minimum all sources must supply the following information: a) company CCR, b) Marketing Partner Identification Number (MPIN), c) Company Dun and Bradstreet number, d) company telephone number and e) company e-mail address. Vendors are responsible for printing the RFP and all related documents. It is also the vendor's responsibility to monitor this site for the release of the Solicitation, Amendments and any related information. Any vendor submitting a bid is required by the FAR to use the Online Representation and Certifications Application (ORCA). ORCA is a web-based system that centralizes and standardizes the collection, storage and viewing of many of the FAR required representations and certifications previously found in Solicitations. With ORCA vendors now have the ability to enter and maintain their representation and certification information, at their convenience, via the Internet at http://orca.bpn.gov. Vendors will need to review and/or update the ORCA record when changes are necessary; annually to maintain an active status.
