Dalphonse, USN Email: diana.i.dalphonse@afghan.swa.army.mil phone: 318-431-4744 Requirement Bagram Regional Contracting Center (BRCC) has a requirement for contractor support to provide all resources including logistics support and management necessary to provide up to 600 trucks per day (estimated) for the secure long haul distribution of reconstruction, security, and life support assets from Forward Operating Bases (FOB) and distribution sites located throughout the Afghanistan Theater of Operations. Afghanistan Theater of Operations requires the distribution of reconstruction materials, security equipment, and life support items throughout the Afghanistan Combined/Joint Area of Operations (CJOA). Contractor personnel, trucks and equipment must be available for movement 24-hours per day, 7 days per week (24/7) Trucking companies located and with operations in proximity to the cities of Herat, Farah, Lashkar Gah, Qalat, Shindand, Jalalabad, and Kandahar are invited to provide a statement of capabilities and interest to the Contracting Officer identified below within ten (10) days of this notice. Trucking services at each location require the following types of services/equipment: •A. 20' Flatbeds •B. 20' Lowboys •C. 40' Flatbeds •D. 40' Lowboys •E. 40' Heavy Equipment Transport (up to 70 Ton capacity) •F. 20' and 40' Reefer Vans •G. 20' and 40' Freezer Vans •H. 20' and 40' Containers •I. Self Recovery Vehicles •J. 5000 Gallon Fuel Truck •K. 2500 Gallon Fuel Truck •L. Recovery Vehicle (up to 70 Ton capacity) to Recover USG Equipment * All assets must have required tarps, binders and straps based on mission requirements Description of Services Contractor shall provide all resources including logistics support and management necessary to provide up to 600 trucks per day (estimated) for the secure long haul distribution of reconstruction, security, and life support assets from Forward Operating Bases (FOB) and distribution sites located throughout the Afghanistan Theater of Operations. See attached Statement of Work (SOW) for a detailed description of services. Request for Information This is a Sources Sought Notice only. This is not a solicitation announcement. This notice neither constitutes a Request for Proposal, nor does it restrict BRCC to an ultimate acquisition approach. No contract will be awarded from this announcement and requests for a solicitation will not receive a response. No reimbursement will be made for any costs associated with providing information in response to this announcement. Any information submitted by respondents to this notice is strictly voluntary. This Sources Sought Notice is in support of market research being conducted by BRCC to determine potential sources capable of providing trucking services operating and based out of the cities of Herat, Farah, Lashkar Gah, Qalat, Shindand, Jalalabad, and Kandahar. Companies responding to this notice are also requested to provide BRCC with capability statements, which need to include at a minimum: A. Company name B. CAGE code (If applicable) C. Mailing address D. Point of contact (to include phone/fax and e-mail). E. Website (if applicable). F. Location of maintenance facilities and marshalling yards G. Description and quantity of trucking assets, and ownership information. H. Degree of experience providing same or similar services as outlined in summary and other information above. I. Identify any past or current Government contracts for same or similar services within the last three years. Multiple contract awards at each location are anticipated to ensure existing commercial agreements can continue to be met while providing necessary services to ISAF. Equipment, goods and materials may be moved in support of Government of the Islamic Republic of Afghanistan, the United States of America, and other nations forming ISAF, as well as humanitarian and non-governmental organizations in support of security, humanitarian assistance and economic development. The estimated RFP issuance date is 27 October 2009. Upon RFP issuance, contractors are encouraged to submit proposals. The resultant contract for this acquisition will be for a basic period of twelve (12) months with an anticipated start date of 15 November 2009. The solicitation shall incorporate provisions and clauses that are in effect through Federal Acquisition Circular FAC 2005-37, effective 14 October 2008. This requirement will be solicited under FAR Part 12 utilizing commercial acquisition procedures. Other Details The solicitation and other attachments will be posted on or about 27 Oct 09 and MUST be downloaded from Federal Business Opportunities (FedBizOpps) at www.fbo.gov.
