- Description
- Arcata Associates, Inc. has a requirement for transferring approximately 300,000ftof telecine ready film to QuVis Accuity HD Receiver. Film preparation to includecleaning, splicing, and coring.Arcata Associates, Inc. intends to purchase the items from INTERNATIONAL VIDEOCONVERSIONS INC (IVC) located at 2777 North Ontario Street, Burbank California.IVC is the only responsible source which is capable of satisfying the agencys uniqueneed for the following reasons:a.IVC has existing equipment from NASA Dryden from a previous acquisition. Theycurrently have video transfer and storage equipment at their location to continue supportand services for this procurement. NASA has had approximately 300,000 feet of filmalready transferred through IVC. IVC has a proven process and dedicated equipment inplace to meet our needs. We have purchased equipment specifically to hold the digitalinformation which IVC had housed and maintained throughout this process. b.Moving this equipment at this point would greatly hinder the progress of thisproject and possibly do damage to the equipment and the film. c.This footage is historically significant however it is deteriorating on a dailybasis.It needs to be handled carefully and quickly. d.IVC has demonstrated proficiency with past procurements of transferring thematerial in an organized, careful manner thus enabling NASA to receive the best endproduct.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 2:30 p.m. local timeon November 3, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.
