Description
The United States Special Operations Command (USSOCOM), Technology Applications Contracting Office (TAKO), intends to award a cost-plus fixed-fee (CPFF) contract for the design, development, test, qualification, and support of aircraft integration and flight test of upgrades to a set of Government furnished AN/ZSQ-2 Electro-optical (EO) sensor systems in support of the 160th Special Operations Aviation Regiment Airborne (SOAR(A)) MH-60 and MH-47 aircraft. The upgrade will replace the existing FLIR engine in these sensors with government furnished third generation FLIR engines (3GFE), and result in a production prototype with necessary airworthiness qualification and software certification. Due to mission requirements, size, and payload restrictions of SOAR(A) platforms, two (2) distinctly different sensor system packages are required to accommodate the two (2) mission configurations (Attack and Assault). This non-recurring engineering (NRE) effort will require upgrades to a combination of Attack and Assault versions of the AN/ZSQ-2 systems, not to exceed four in all. It is anticipated that this effort will result in a qualified production design ready for retrofit of up to 174 AN/ZSQ-2 sensor systems. The contract is intended to be awarded to the Raytheon Company, 2501 West University Drive, McKinney, TX 75071. The Government intends to award a two (2) year contract for this purchase on an other than full and open competitive basis. The Government intends to solicit and negotiate with only one source under authority FAR.6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirements). The Government does not posses and cannot furnish the technical data required to develop engineering descriptions, technical data packages, or specifications necessary to permit full and open competition. This notice of intent is not a request for competitive proposals; however, all responsible sources may submit a proposal which shall be considered.
