Description
THIS IS A NOTICE OF INTENT TO SOLE SOURCE, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The US Army Corps of Engineers, Jacksonville District, intends to negotiate and award a purchase order on a noncompetitive basis in accordance with FAR 6.302-1(a)(2)(ii) Only one responsible source and no other supplies or services will satisfy agency requirements to Water and Air Research, Inc, 6821 S.W. Archer Road, Gainesville, Florida 32608, to provide technical Support for completing the chemical and biological monitoring, currently underway, for the S357 Pump Station, Dade County, FL. The Contractor is responsible for completing the monitoring currently underway in order to comply with the requirements of the Fish and Wildlife Service and the FDEP. The contractor shall provide all personnel, materials and laboratory services necessary to complete this monitoring The technical support for these monitoring activities and associated reports to the U.S. Army Corps of Engineers will be provided by Water and Air Research, Inc.. The North American Industry Classification System (NAICS) for this requirement is 541690 and the size standard is $7 Million. The sole source determination is based upon the.fact that WAR has been conducting this monitoring since June 2008, has equipment installed, helped develop the current biological and biological monitoring program underway and associated monitoring techniques for the start up of the S357 pump station. Having to complete this monitoring with another contractor will cause a failure to complete the critical 2009 wet season monitoring due to delays resulting from training up and mobilizing another contractor. WAR has all the elements lined up to support this activity, in the required timeframe, such as having the labs identified that can perform the ultra trace analyses for the pesticides, personnel trained to collect and identify native versus non native snails, have equipment currently on station to complete this monitoring program and are able to complete this monitoring without any startup delays that would result from the required training. An award to any other source would affect the U S Army Corps of Engineers ability to provide the technical information required in the required timeframe, and would not provide any cost savings to the Government. Not providing the necessary technical information in the required timeframe will result in significant costs to the Government as the pump station turnover to the local sponsor will be delayed and the operational permitting process will also be delayed. This Notice of Intent is not a request for proposals. Information received from interested parties will be considered solely for the purpose of determining whether to conduct a competitive procurement.
