- SOURCES SOUGHT NOTICE 40432PS “Learning Management System and Online Course Development Capabilities” 1.BACKGROUND The National Renewable Energy Laboratory (NREL), in support of the U.S. Department of Energy (DOE), has identified the need to develop cost-effective online training to educate stakeholders. 2.OBJECTIVE Because NREL’s in-house, online training capabilities are currently limited, NREL is seeking to identify Subcontractors that possess the technical expertise and ability to host an interactive learning management system (LMS) and to develop online courses. The graphic design of the LMS and courses must be compliant with NREL/DOE’s visual requirements which will be provided by NREL. 3.POTENTIAL TASK AREAS The potential tasks are generally expected to include: •Providing a private, password-protected, and user-friendly LMS that displays a well-organized course catalog, distributes courses over the Internet, and tracks student progress for pupils and NREL/DOE administrators. •Developing Sharable Content Object Reference Model (SCORM) 1.2-compatible online courses using proprietary and non-proprietary software from content provided by or requested by NREL. •Writing online course content about technical topics with direction from NREL. 4.EXPERTISE Individuals or organizations responding to this Sources Sought Notice must explain how they are able to meet the following requirements: •Provide a secure LMS that displays a well-organized course catalog, distributes courses over the Internet, and tracks student progress for pupils and administrators. •Provide NREL with administrator rights to the LMS. •Develop SCORM 1.2-compatible online courses using proprietary and non-proprietary software from content provided by NREL. The courses must be 508-compliant. •Program the appearance of the LMS and course skin to meet DOE and NREL’s visual requirements under direction from NREL. •Create video demonstrations and provide stock photos for courses under NREL’s direction. •Write online course content about technical topics with direction from NREL. •Provide outstanding customer service. 5.RESPONSE REQUIREMENTS THIS IS A SOURCES SOUGHT NOTICE FOR SMALL BUSINESSES ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. Responding to this notice identifies your organization as an interested party only. Based on the expertise listed above, interested parties must submit a brief statement of qualifications by the response date to the Subcontract Administrator, Patricia Schieler.
