Description
RECOVERY--The US Army Corps of Engineers, Philadelphia District intends to issue a Request for Quote (RFQ) solicitation to move the Mooring Barge (MB2) [by water] from the vicinity of the Killcohook Containment Facility, Salem County, NJ to Fort Mifflin, Philadelphia, PA. The work is summarized: "Provide crane barge, tug service, and qualified labor to lift two (2) spuds with broken lift cables. Both spuds have been sitting in mud for six (6) months and may need to be held under tension to break the suction. Lifting and pinning the spuds in the up position. After the pinning operation is completed, the crane will then disconnect and unbolt the two (2) sections of rubber pipe from each other and from the end of the submerged steel pipeline. The two (2) sections of rubber pipe will then be placed on the deck of the MB-2. The remaining spuds may also need crane assistance to be pinned up, if the onboard spud cable breaks or the onboard winch fails to lift the spuds. The contractor shall furnish all labor, material, services and equipment to perform the specified work in accordance with the terms and conditions of the scope of work. Necessary equipment includes a Crane Barge with a minimum of 110 foot boom with a lifting capacity of 50 tons, tugs, work barge welding machine, pneumatic tools, and hand tools. Prior to commencement of work, the contractor must submit a current Crane and Barge Certification to the Government in accordance with Section 16.F of USACE Safety Manual EM 385-1-1 (16 September 2008 Edition). The Safety Manual can be reviewed or downloaded from the following website: http://www.usace.army.mil/CESO/Pages/EM385-1-1.aspx Request for Quote (RFQ) Number W912BU-10-T-0002 shall be issued on or about Thursday, 22 October 2009. Quotes will be due by 4:30 PM Eastern Time on Thursday, 29 October 2009. The period of performance is two (2) days commencing o/a 16 November 2009. The acquisition will be procured as a commercial service in accordance with FAR Parts 12 and 13. Solicitation documents, plans and specifications will only be available via the Federal Business Opportunities (FBO) homepage located at https://www.fbo.gov/. Registration for plans and specs should be made via FBO Internet homepage. Hardcopies will not be available and no written or fax requests will be accepted. It is the contractors responsibility to monitor FBO for any amendments. Quotes may be submitted electronically via email to Edward.Boddie@usace.army.mil however, these quotes must be accepted by 28 October 2009 at 4:30 p.m., which is one day earlier than the due date and time of 29 October, 2009 at 4:30 p.m. Hard copy quotes are to be delivered to the W912BU-10-T-0002, Corps of Engineers, Wanamaker Building, Room 643, 100 Penn Square East, Philadelphia, PA 19107-3390 ATTN: Mr. Edward A. Boddie. DFARS 204.7300 requires that, all contractors be registered in the DOD Central Contract Register (CCR) at http://www.ccr.gov. in order to receive an award.
