- This announcement is a Request for Information (RFI). This is not a request for proposal and no award will be made as a result of this RFI announcement. This RFI will be used as a means to obtain information on common practices in the commercial marketplace for the services described herein as well as a means to conduct market research. GSA intends to issue a Request for Proposals (RFP) for the services described herein at some point in the future. The General Services Administration (GSA), Public Buildings Service, National Capital Region, White House Center (WHC) is seeking information from the commercial marketplace on common practices pertaining to renting, leasing or selling of uniforms and/or protective gear to its commercial customers and providing repair, alteration, laundry and dry cleaning services for those uniforms on a scheduled basis. The GSA WHC has a relatively large group of employees (approximately 150) on staff who must wear uniforms in the course of performing their day-to-day jobs. This group is made up painters, plumbers, electricians, elevator mechanics, engineers, carpenters, landscapers, locksmiths, pipefitters, masons, and custodians. Approximately 50 percent of the shop personnel must wear flame retardant clothing. Due to the duty location, these employees must look their best at all times while on the job. With this in mind, the GSA WHC is trying to determine how best to obtain the uniforms needed in the future (lease or buy) and how best to have the uniforms picked up, cleaned, altered, repaired, and then returned. Required uniform services include, but are not limited to: obtaining uniforms for all categories of employees required to wear them; have site specific logos affixed to the uniforms as appropriate (embroidered or silk-screened); have uniforms altered to fit properly; have uniforms repaired when necessary; have uniforms replaced when required due to normal or other-than-normal wear and tear; have soiled uniforms picked up and laundered as appropriate; and have clean, pressed uniforms delivered back to the pickup site. The applicable NAICS codes are 812310 (Garment Alteration Services), 812320 (Laundry and Dry-cleaning Services) and 812330 (Rental of Uniform and Linen Supply). Interested vendors are asked to submit viable solutions for providing the services described herein and are encouraged to submit all product and service information that is customarily made available to prospective commercial customers.
