Description
The Naval Air Systems Command (NAVAIR) is requesting information from industry in order to identify qualified contractors interested in teaming with the Naval Air Warfare Center Lakehurst NJ (NAWCADLKE) in the production of an entire ship set of steam catapult Nose Gear Launch Assemblies (P/N 613474-6). The objective of this Request for Information (RFI) is to assess industry’s ability to deliver a ship-set of Nose Gear Launch Assemblies as a Schedule “A” deliverable with specific required shipyard dates for one of three approved Aircraft Carriers. The Information provided in response to this RFI will be used by the government in the development of its acquisition strategy. Material identified as Company Proprietary provided in response to this RFI will be treated as Company Proprietary by the government. The drawings involved are Export Controlled. All requests for copies of these drawings must contain a certified copy of DD Form 2345, Military Critical Technical Data Agreement. To obtain certification, contact Defense Logistics Information Service at (800)352-3572 or www.dlis.dla.mil/jcp/documents.him. The certified DD2345 shall be sent to Barbara Petrzilka at fax 732-323-7440 or email to barbara.petrzilka@navy.mil to obtain all the applicable specifications. Upon receipt and verification of the DD2345, a CD will be sent out to those vendors who have requested it with information regarding the NGL Assembliy. Also, all vendors must be registered in the Central Contract Registration (CCR) Database. The internet website is http://www.ccr.dlsc.dla.mil/ccringq or www.ccr.gov. The Nose Gear Launch Assembly (P/N 613474-6) consists of the slide assembly, reset assembly, forward and aft slide-access tracks, buffer cylinder assembly, tensioner cylinder assembly, housing and shock absorber. These items provide a means to restrain and tension the aircraft prior to catapult launch. The Nose Gear Launch Assembly is a complex integration of components containing critical tight tolerances (+ 0.001). The system contains two critical safety item components which require 100% government inspection. Companies interested in delivering the NGL assembly are asked to respond to this RFI with a brief summary of their knowledge, capabilities and experience in the areas of ship aircraft launch systems (catapult) manufacturing. Respondents to this RFI should provide programmatic, technical and experience information on their ability to manufacture and deliver a Nose Gear Launch Assembly for US Navy carriers. The overriding factor is the delivery of the components to meet specific required shipyard dates. One of the components, Buffer Accumulator (P/N 615835-1), must be delivered within 12 months of contract award. A second component, Valve Manifold Assembly (P/N 615845-16), must be delivered within 18 months of contract award and the remaining components are required within 24 months of contract award. THIS IS A REQUEST FOR INFORMATION ONLY. It is not a Request for Proposal, a Request for Quotation, an Invitation for Bids, a solicitation, or an indication that the PMA-251 Program Office or NAVAIR will contract for the items contained in the RFI. NAVAIR will not pay respondents for information provided in response to this RFI. Submit your response in a Microsoft® Word or compatible format document in no more than twenty single-sided, single-spaced pages, 12-point, Times New Roman font, using a minimum of one-inch margins. Responses to this RFI are requested by 1600 on 26 October 2009.
