Description
SOURCES SOUGHT SYNOPSIS MARKET RESEARCHNASA/SSC has a requirement for three (3) each, Twelve inch (12") Liquid Oxygen TurbineFlowmeters and three (3) each, Twelve inch (12") Liquid Hydrogen Turbine Flowmeters. This requirement consists of the design, fabrication, inspection, testing, and deliveryof all items to NASA/Stennis Space Center near Bay St. Louis in south Mississippi. TheOxygen Flowmeter shall have a minimum pressure of 27 psig to a maximum of 275 psig; aminimum temperature range from 162 degrees to a maximum of 170 degrees; miminum densityof 70 to a maximum of 71.25; the minimum gallon per minute flow rate shall be 450 gpm toa maximum of 4500 gpm.The Hydrogen Flowmeter shall have a minimum pressure of 15 psigto a maximum 275 psig; minimum temperature of 36 degrees to a maximum of 42 degrees;density of 4.2 minimum to a maximum of 4.42; and a flow rate minimum of 1300 gpm to amaximum 13,000 gpm. The flowmeter shall withstand burst of liquid flow rate to 150% ofQmax for ten (10) seconds with no change in structral integrity,calibration, or flowmeterperformance. The flowmeter shall withstand gas flow up to 30% of Qmax for ten (10)minutes without damage to the bearings, and no change in calibration or flowmeterperformance. The flowmeter shall withstand sudden chill from ambient to the operatingtemperature corresponding to complete quench in the service liquid, with no change instructural integrity, calibration or performance. The flowmeter will be installed in 12inch Schedule 5 pipe and shall attach to the piping system by ANSI 150 lb. raised-faceflanges. Lifting lugs or other suitable means of lifting the flowmeter shall beprovided. All materials shall be new and shall conform to the latest applicablespecifications and standards. The specification will be included in the solicitation asa hardcopy or a compact disk (CD). Delivery of all items shall be within nine (9) months after contract award. The Government intends to acquire a commercial item using FAR Part 12 and FAR Part 13. All prospective firms shall submit their interest in this procurement on or beforeOctober 26, 2009 via electronic correspondence, handcarried, or through the mail deliverysystem to the attention of Gregory Fletcher, NASA/Office of Procurement, Code DA10, JohnC. The DPAS rating for this procurement is DO-C9 and the FOB point is destination. The evaluation factors for this procurement include Schedule (20%), Past Performance(40%), and Technical Compliance and Experience (40%). The Government reserves theexclusive right to award to other than the low offeror on this "best value" procurement.The NAICS Code and Size Standard are 334513 and 500 employees, respectively. All responsible sources may submit a statement of capbilities and qualifications whichshall be considered by the agency.An ombudsman has been appointed. See NASA Specific Note "B". This synopsis shall not be construed as a formal request for proposals but rather apre-solicitation market research requesting information under the authority of FAR15.201. Responses to this request for information are not offers and cannot be accptedby the government to form a binding contract. This pre-solicitation synopsis is not tobe construed as a commitment by the government, nor will the government pay for theinformation solicited.Prospective offerors shall notify this office of their intent to submit an offer. It isthe offeror's responsibility to monitor the Internet site for the release of thesolicitation and amendments (if any). Potential offerors will be responsible fordownloading their own copy of the solicitation and amendments (if any).
