- This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/synopcom.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable.This requirement will be an Indefinite Delivery Indefinite Quantity (IDIQ) for a period of five years to procure breechplates (IAW NAVAIR Drawing 30003-3837AS100) for the ALE-47 with a minimum/maximum quantity of 100/2000 each order. The breechplate is a component of the ALE-47 countermeasures dispensing system. There is a possibility of a Multiple Award Contract (MAC). Also required are first article units delivered within 180 days after contract award. The first article units will not be delivered as part of the minimum production quantity. First Article may be waived if the contractor has made same or similar acceptable items. Delivery for production units will be 180 days after issuance of each delivery order or specified in each delivery order. Delivery is required F.O.B. Destination, NSWC Crane, 300 Highway 361, Crane, Indiana 47522. Initial inspection will be at the contractor's facility by DCMA and final inspection and acceptance at NSWC Crane. This procurement will be solicited as 100% small business set-aside and the Government intends to award to the responsible contractor(s) whose offer presents the best value to the Government considering past performance and price. NOTE: Access to technical data package with drawings requires contractors to be active in the Central Contractor Registration (CCR) and the Joint Certificate Program (JCP). The technical package will be posted to FedBizOpps and accessible at the same time the solicitation is posted. All changes to the requirement that occur prior to the closing date, 16 FEB 2010, will be posted to Crane web site, FedBizOpps, and NECO. It is the responsibility of interested vendors to monitor the Crane web site, FedBizOpps and/or NECO for any additional amendments that may be issued. For changes made after the closing date, only those offeror's that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.No hard copies of the solicitation will be mailed.
