Description
The Marine Corps Systems Command (MCSC) intends to procure additional AN/VRC-104 radio systems for the U.S. Marine Corps utilizing a single award Indefinite Delivery, Indefinite Quantity (IDIQ) contract modification to an existing contract, M67854-05-D-7015, with Harris Corporation of Rochester, NY. The modification will increase the contract ceiling to allow a single delivery order for 6,100 AN/VRC-104 radio systems. The estimated dollar value of the anticipated modification is $334,281,300. In accordance with Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements, the Government intends to solicit and negotiate with only one source to procure the radio systems. The AN/VRC-104 radio systems consist of PRC-150 High Frequency (HF) Radios and Vehicle Installation Kits (VIK). These VRC-104 radio systems are a component of the Mine Resistant Ambush Protected (MRAP) joint ACAT-1D program and directly support the immediate production requirements of the MRAP-All Terrain Vehicle (M-ATV). In addition, the VRC-104 radio systems serve as the primary vehicular system for long-haul HF communications for the M-ATV and provide over-the-horizon (OTH) communications that overcome rugged environments and direct line of sight (LOS) communication restrictions. Deliveries are required to commence no later than November of 2009. Harris Corporation is the only Joint Interoperability Test Command (JITC) certified source of these HF radio vehicular systems. This notice of intent is not a request for competitive proposals; a determination not to compete this proposed effort on a full-and-open competition basis has been made by the Contracting Officer.
