Description
This Sources Sought is issued by the United States Coast Guard (U.S. Coast Guard) Surface Forces Logistics Center as a means of conducting market research regarding the state of the local market for Dry-Docking Officer Technical Services. This Sources Sought is for planning purposes only and shall not be construed as a Request for Proposal (RFP), Request for Unsolicited Proposal, or as an obligation or intent by the U.S. Coast Guard to acquire any products and/or services. The USCG does not intend to award a contract as a result of this Sources Sought or otherwise pay for the requested information. The purpose of this Sources Sought is to collect available market information that will be used to assist the USCG in evaluating its options related to this requirement. The information requested is intended to include, but not be limited to, sequencing, flooding, pumping operations, ship positioning, lifting, lowering, and shoring of vessels in the dry-dock to ensure adequate support of the vessel is maintained throughout the dry-dock period, user contacts, past performance, and other information that would be helpful for performing dry-dock services. Submission of a response to this Sources Sought is entirely voluntary. The voluntary submission of a response to this Sources Sought shall not obligate the U.S. Coast Guard to pay or entitle the submitter of information to claim any direct or indirect costs or charges or any other remuneration whatsoever. The U.S. Coast Guard understands that any pricing information submitted under this Sources Sought is an estimate only and is not binding nor constitutes a proposal. Services being considered include, but are not limited to, the following: •Provide all technical expertise to assist with planning and executing the safe dry-docking and launching of a variety of USCG vessels. •Review all docking plans and drawings specific to the cutter being dry-docked in order to provide guidance to USCG Yard Shipwright Foreman in the correct construction and location of keel and bilge blocks. •Coordinate with the Port Operations Manager and the Shipwright Foreman as well as project management staff and vessel representatives to ensure complete review of vessel loading conditions and ballasting requirements. •Participate in pre-Docking Conferences and pre-Undocking Conferences in an advisory capacity. •Advise USCG Yard Shipwright foreman and Production Manager of any corrections required to blocking arrangements, and any planning or preparation of deficiencies prior to dry-dockings and launching activities. •Familiarization with 3,500-ton Synchrolift shiplift and transfer system and 8,000-ton Oakridge Floating Dry-dock (ARDM-1) All Dry-Docking Officer Technical Services to be performed in accordance with MLCA STD SPEC 9971_STD (2001 Edition). Place of Performance is the US Coast Guard Yard, Baltimore, Maryland. Interested parties located in Virginia, Pennsylvania, Maryland, New Jersey, and Delaware shall provide adequate detailed data by which to evaluate capabilities to perform required services to Ms. Lahkeisha Leach via e-mail at lahkeisha.m.leach@uscg.mil. All responses are due by 5:00 pm (EST), October 23, 2009. Responses shall state, if interested, the name and telephone number of a point of contact having the authority and knowledge to discuss responses with Government representatives.
