- RECOVERY ACTION This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. This requirement is being issued as Request for Quotes (RFQ) No. Q7510090061. The FAR clauses and provisions enclosed within are those in effect through Federal Acquisition Circular (FAC) 2005-37. FAR clauses and provisions are available through Internet access at www.acqnet.gov/far. This solicitation is 100% small business set-aside. The North American Industry Classification System (NAICS) code is 237990. The small business size standard is $33.5 million. A firm fixed price contract will be awarded for these Commercial Items. This acquisition is for the supply and delivery of an articulating concrete block revetment system at two locations at Big Bend National Park, Texas. Revetment system will be used for boat ramp access along the Rio Grande River. River access is primarily for canoe and raft use. Installation shall be performed by park maintenance staff. Locations and respective system dimensions are as follows: 1.Santa Elena River Access, MP 6, Rt 16, near Castolon 24'wide x 80'long2.Boquillas River Access in Rio Grande Village16'wide x 80'long Revetment system includes: a. Prefabricated assembly of cellular concrete blocks, with specific hydraulic capacities, laced with revetment cables. Delivery shall include the use/rental of a spreader bar at the site, if needed, for two weeks.b. Geotextile Fabric c. Design to performance specs below; submit design drawings for each site for review and approvald. Order includes delivery to each site. Performance Specificationsa. Revetment system shall withstand typical river flows at 2-3 feet/second.b. Revetment system shall withstand typical flood flows of 9-10 feet/second.c. Grade at each site is between 14-16%.d. Revetment system shall support wheeled loaders (40,000 GVW) used to remove sediment deposits from high water events. Cellular Concrete Mats: Shall be prefabricated as an assembly of concrete blocks, with specific hydraulic capacities noted, laced with revetment cables. Individual units in the system shall be staggered and interlocked for enhanced stability. The mats shall be constructed of open cell units with two (2) vertical opening of rectangular cross section with sufficient wall thickness to resist breakage during shipping and installation. Parallel strands of cable shall extend through two (2) caged ducts in each block allowing for longitudinal binding of the units within a mat. Each row of units shall be laterally offset by one-half of a block width form the adjacent row so that any given block is cabled to four other blocks (two in the row above and two in the row below).Each block shall incorporate interlocking surfaces that minimize lateral displacement of the blocks within the mats when they are lifted by the longitudinal revetment cables. The interlocking surfaces must not protrude beyond the perimeter of the blocks to such an extent that they reduce the flexibility or articulation capability of the cellular mats or become damaged or broken when the mats are lifted during shipment or placement. Once the mats are in place, the interlocking surfaces shall minimize the lateral displacement of the blocks even if the cables should become damaged or removed. The mats must be able to flex a minimum of 18 between any given row or column of blocks in the uplift direction and a minimum of 45 in the downward direction. The cables inserted into the mats shall form lifting loops at one end of the mat with the corresponding cable ends spliced together to form a lifting loop at the other end of the mat. The Owner shall approve appropriate sleeves for use in order to splice the lifting loop. The cables shall be inserted after sufficient time has allowed for the concrete to complete the curing process. Cables shall be galvanized steel. Cellular concrete mats will only be accepted when accompanied by documented hydraulic performance characteristics that are derived from tests under controlled flow conditions. Testing guidelines should conform to U.S. Federal Highway Administration and U.S. Bureau of Reclamation Testing Protocol as documented in "Minimizing Embankment Damage During Overtopping Flow", Report No. FHWA-RD-88-181 and all hydraulic performance testing shall be performed in a 2H:1V flume. Geotextile Fabric: Geotextile filter shall meet the physical requirements below:Physical Property Test ProcedureMinimum Value Grab Tensile Strength(Unaged Geotextile) ASTM D4632200 Lbs.(in any principal direction) Breaking Elongation(Unaged Geotextile) ASTM D463250% max (in any principal direction) Burst Strength ASTM D3786400 psi Puncture Strength ASTM D4833115 lbs The geotextile must be permitted to function properly by allowing relief of hydrostatic pressure; therefore fine soil particles shall not be allowed to clog the filter fabric. The geotextile fiber shall consist of a long-chain synthetic polymer composed of at least 85 percent by weight of propylene, ethylene, ester or amide and shall contain stabilizers and/or inhibitors added to the base plastic, if necessary to make the filaments resistant to deterioration due to ultraviolet and heat exposure. The edges of the geotextile shall be finished to prevent the outer fiber from pulling away from the geotextile. Deliver by December 18, 2009 to site locations in Big Bend National Park, TX 79834. FAR 52.212-2, Evaluation-Commercial Items is applicable.The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Price2. Past Performance - durability of product (performs over 3+ year period reliably); timeliness in delivery; technical support. Whereas past performance is more important than price. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
